IT Project Manager, CPIC and EPLC

Connexus Hub Inc. is a woman-owned small business that supports federal agencies with professional and technical services. We are hiring an IT Project Manager to support IT investment management and governance for the Centers for Disease Control and Prevention (CDC).

You would be the one person on this program. The CDC Capital Planning Investment Control (CPIC) team relies on this seat to keep the IT portfolio in line with CDC requirements: tracking investments and projects, walking project teams through the Enterprise Performance Life Cycle (EPLC), and running the paperwork and meetings behind the CDC IT governance council. The work is remote, with occasional in-person meetings at CDC in Atlanta. The position is contingent on contract award. 

What you will do

• Monitor cost, schedule and performance data for CDC IT investments, flag variances and risks early, and recommend corrective action in reports leadership can act on.
• Consult with project teams on EPLC: which lifecycle requirements apply, which stage gates they face, and what documentation each gate needs. Track the decisions and artifacts that follow.
• Support CDC CPIC data calls and portfolio requests, and advise on business cases, charters and project management plans.
• Review and validate system records in CDC's enterprise systems inventory and resolve data quality problems.
• Coordinate operational analyses for CDC IT investments: collect and validate the data, write the OA reports, and track completion.
• Serve as secretariat for the CDC IT governance council. Maintain the charter, schedule reviews with the chairs, draft agendas and briefing materials, write and distribute minutes, and track action items and gate-review decisions.
• Write and maintain standard operating procedures for CPIC, EPLC, governance and portfolio work, and propose process improvements where the current process is slow or noncompliant.
• Develop job aids and training, and teach CDC staff how CPIC and EPLC work.
• Deliver monthly status briefings, an annual summary report and the other contract reports on time and without errors.

What you need

• A bachelor's degree. 
• Five or more years of IT project or program management experience, including work with CDC or other federal IT portfolio management, capital planning, or IT governance.
• Working knowledge of CPIC processes and federal IT project management practice.
• Experience tracking cost and schedule performance and writing status and variance reports for senior leaders.
• Strong writing. Much of this job is minutes, SOPs, briefings and guidance that other people have to follow.
• S. citizenship and the ability to pass a Tier 2 Moderate-Risk Public Trust background investigation and obtain a CDC PIV card.
• Availability during CDC core hours, 8:00 a.m. to 4:30 p.m. Eastern, Monday through Friday, with occasional after-hours support when an issue requires it.

What helps

• PMI Project Management Professional (PMP) certification. 
• Hands-on experience with the EPLC framework and stage-gate reviews, ideally at CDC.
• Prior work supporting CDC IT management or governance, in any center or in the CDC Office of the Chief Information Officer.
• Experience preparing IT business cases, capital planning exhibits, or operational analyses.
• Experience supporting a governance board or investment review board as secretariat.
• Familiarity with CDC tools and systems for IT portfolio tracking and systems inventory.

Details

• Employment type: full time, approximately 1,920 hours per year.
• Location: remote from anywhere in the United States. CDC may request in-person attendance at its Roybal Campus in Atlanta for meetings and training. Travel for customer-requested events is reimbursed.
• Compensation: $115,000 to $140,000 per year depending on experience, plus benefits.
• Start: on or about 30 September 2026.
