Mission 

Waséyabek Federal Services, LLC (WFS) is a subsidiary of Waséyabek Development Company, LLC (WDC), providing services to the Federal marketplace. WDC is a legal entity, created and wholly owned by the Nottawaseppi Huron Band of the Potawatomi (NHBP), a Federally recognized Indian Tribe. WDC is committed to fostering the development of a stable, diversified economy for members of the Band which will contribute to their long-term wealth and economic self-sufficiency while managing risk and creating quality employment opportunities. 


Position Summary

As a Vice President of Winning Business, you will be responsible for leading the company's growth strategy, identifying and qualifying federal contracting opportunities, managing strategic customer relationships, and guiding pursuits from opportunity identification through contract award. You will serve as a critical link between business development, capture management, proposal development, and executive leadership.

You are a self-directed, purpose-driven leader who works closely with program leadership and has a strong track record of federal business growth. You approach business development through trusted partnerships, strategic consultation, and customer-centric solutions rather than transactional sales techniques. You must must be comfortable operating independently within a small business environment while collaborating effectively with leadership, operations, and proposal teams.


Key Responsibilities

  • Business Development Leadership
    • Winning new business for Waseyabek Federal Group
    • Identify, qualify, and prioritize federal contracting opportunities within target agencies and markets.
    • Build and maintain strong relationships with federal decision-makers, industry partners, and subcontractors.
    • Develop and expand teaming relationships to support growth initiatives and competitive positioning.
    • Monitor federal procurement forecasts, budgets, strategic initiatives, and acquisition trends.
    • Represent the company at industry events, conferences, networking engagements, and client meetings.
    • Establish and maintain a healthy pipeline of qualified opportunities.
  • Capture Management
    • Mentor and lead the capture and proposal team.
    • Lead capture efforts throughout the opportunity lifecycle from identification through award.

    • Conduct opportunity assessments, competitive analysis, and win strategy development.
    • Develop and implement capture plans that increase probability of win.
    • Coordinate internal resources to support capture activities, including solution development, pricing strategy, and proposal planning.
    • Lead customer engagement activities to validate requirements and strengthen company positioning.
    • Facilitate gate reviews and provide recommendations regarding bid/no-bid decisions.
    • Collaborate with proposal teams to ensure alignment between customer needs, proposed solutions, and win strategies.
  • Strategic Planning and Growth
    • Provide market intelligence and strategic recommendations to executive leadership.
    • Identify emerging market opportunities and adjacent growth areas.
    • Support development of annual growth targets and revenue forecasts.
    • Track and report business development metrics, pipeline health, and capture progress.
    • Help shape corporate growth initiatives, partnerships, and long-term expansion strategies.
    • Foster a culture of accountability, collaboration, and continuous improvement.
    • Provide guidance on best practices in federal business development and capture management.


Required Qualifications

  • Bachelor's degree in Business Administration, Marketing, Public Administration, Government Contracting, Management, or a related field.
  • Minimum of 15 years of progressive business development experience supporting federal government contracting.
  • Minimum of five (5) years of leadership or management experience within business development, capture management, or growth organizations.
  • Demonstrated success identifying, qualifying, capturing, and winning federal contracts.
  • Proven ability to develop and execute successful capture strategies.
  • Existing relationships within targeted federal civilian or defense agencies.
  • Strong understanding of federal procurement processes, acquisition regulations, and contracting vehicles.
  • Willingness to travel at least 25% of the time.


 Preferred Qualifications

  • Master's degree in a relevant discipline.
  • Experience supporting Native-owned, Tribal, Alaska Native Corporation (ANC), or other socio-economic federal contracting organizations.
  • Knowledge of SBA programs and federal small business contracting regulations.
  • Professional certifications related to capture management, federal contracting, or business development.
  • Experience developing and managing strategic partnerships and teaming arrangements.
  • Proven ability to develop and execute successful capture strategies.
  • Strong analytical, strategic thinking, and decision-making capabilities.
  • Excellent communication, presentation, and relationship-building skills.
  • Ability to work independently with limited oversight while managing multiple priorities and deadlines.
  • Proficiency with business development and customer relationship management tools.
