AI Summary

The Technical Program Manager will serve as the primary intake point for data requests, bridging business needs with Data Engineering teams. They are responsible for prioritizing work, managing the roadmap, and ensuring clear communication between stakeholders and engineering.

Overview

National Debt Relief (NDR) is seeking a Technical Program Manager to bridge business needs and our Data Engineering teams across both NDR and our sister company, Reach Financial. Reporting to the SVP of Data Analytics & AI, you’ll own how work enters, gets prioritized, and moves through Data Engineering. You’ll be the front door for requests into the team: engineers only work on what’s been scoped and prioritized, stakeholders always know where their request stands, and cross-team dependencies get surfaced before they become blockers.

In a fast-moving business where many requests arrive marked urgent, the most important part of this role is helping the organization make clear, informed trade-offs. Success requires enough technical understanding of our Snowflake-based data platform to scope work credibly, the business perspective to weigh priorities at the enterprise level, and the confidence to push back on requirements and deadlines when they don’t hold up. This is a collaborative partnership with Data Engineering: you bring the business context and delivery structure, the engineers bring the technical expertise, and together you decide where our engineering capacity delivers the greatest overall value.

Responsibilities

  • Serve as the primary intake point for data requests from stakeholders across NDR and Reach, bringing structure and consistency to how work is submitted, evaluated, and prioritized.
  • Refine requests into sprint-ready tickets with clear scope, acceptance criteria, dependencies, and business impact, written so that both engineers and AI coding agents can act on them.
  • Challenge requirements and deadlines constructively: clarify the underlying business need, separate true urgency from perceived urgency, and propose phased or alternative approaches when a request does not fit available capacity.
  • Partner with Data Engineering leadership on sprint planning and the quarterly roadmap, balancing immediate business needs with platform reliability, technical debt, and longer-term business value.
  • Keep the Data Engineering roadmap and the underlying Jira epics accurate and current, so priorities, timelines, and status are easy for leadership and stakeholders to follow.
  • Coordinate deadlines and dependencies between Data Engineering and other departments, technology teams, and external vendors, surfacing risks and conflicts early.
  • Bring an enterprise-level perspective to prioritization across both businesses: identify shared priorities, duplicate requests, and opportunities to solve a problem once for multiple teams.
  • Track delivery commitments and progress against engineering capacity; communicate status, scope changes, and timeline risks proactively to stakeholders and leadership.
  • Continuously improve intake and delivery processes, including AI-assisted intake workflows, ticket standards, and templates that make work easier to scope and track.
  • Lead and supervise a team, as needed, at the discretion of the business to ensure program success.

Qualifications

Education/Experience:

  • 8 years of experience in technical project management, program management, or implementation management, including at least 2 years supporting data, analytics, or engineering teams.
  • Bachelor’s degree required. Bachelor’s degree in Information Systems, Computer Science, Analytics, Business, or a related field preferred.
  • Proven experience gathering requirements from non-technical stakeholders and translating them into well-scoped technical work with clear acceptance criteria.
  • Strong experience with Jira, including backlogs, epics, sprints, and workflows, and with a roadmap or work management tool such as Monday.com.
  • Experience managing dependencies, risks, and timelines across multiple teams.
  • Experience in a data warehouse environment, whether in data engineering, analytics, or managing data warehouse projects preferred.
  • Familiarity with the modern data stack, such as Snowflake, dbt, Dagster, or Fivetran preferred.
  • Agile, Scrum, or project management certification (e.g., CSM, PMP) preferred.

Required Skills/Abilities:

  • Working technical understanding of data pipelines and data warehouse concepts, including ingestion, orchestration, transformation, data modeling, and data quality, sufficient to scope work, understand dependencies, and hold credible conversations with engineers.
  • Working knowledge of SQL, sufficient to explore data, validate requirements, and confirm that delivered work meets the business need.
  • Confidence and diplomacy in pushing back on requirements and deadlines, using capacity, data, and explicit trade-offs to reach agreement rather than simply saying yes or no.
  • Business acumen and the ability to understand the priorities of multiple business units and weigh them against each other at the organizational level.
  • Clear, concise written and verbal communication, tailored to engineers, business stakeholders, and executive leadership.
  • Collaborative partner to Data Engineering who brings the business perspective for prioritization and relies on engineers’ expertise to shape technical solutions.
  • Demonstrated proficiency with AI tools, including building repeatable workflows and knowing what context makes a ticket actionable for AI coding agents, paired with the judgment to verify AI output against the actual data and business need rather than accept it at face value.
  • Ownership mindset and strong organizational skills: following work through to delivery and keeping progress visible without being asked.
  • Experience in financial services or related industries preferred.

National Debt Relief Role Qualifications:

  • Computer competency and ability to work with a computer.
  • Prioritize multiple tasks and projects simultaneously.
  • Exceptional written and verbal communication skills.
  • Punctuality expected, ready to report to work on a consistent basis.
  • Attain and maintain high performance expectations on a monthly basis.
  • Work in a fast-paced, high-volume setting.
  • Use and navigate multiple computer systems with exceptional multi-tasking skills.
  • Remain calm and professional during difficult discussions.
  • Take constructive feedback.
  • Available for full-time position.
