IEM is seeking a Full time - Talent Acquisition Specialist to support hiring across the company’s project-based, operational, proposal, and corporate functions. The Talent Acquisition Specialist performs sourcing and recruiting activities, partnering with hiring teams and operational leaders to meet high-volume and time-sensitive staffing needs. This role supports recruiting across emergency management, disaster recovery, public-sector consulting, digital services, infrastructure, public health, national security, and related operational capabilities.
Primary Location
- Live anywhere in the United States.
- Work from a home or personal office location that meets IEM standards.
- Central or Eastern Time Zone locations are preferred to support core business hours.
Travel Requirements
- Ability to travel to job fairs, recruiting events, and other hiring activities as needed, including travel within the United States, Puerto Rico, and other U.S. territories.
Essential Functions
- Manage recruiting for project-based, operational, proposal, and corporate positions across multiple company capabilities.
- Review applications and resumes to determine whether candidates meet the stated minimum and preferred qualifications.
- Conduct candidate phone screens to verify qualifications, relevant experience, availability, compensation expectations, and role alignment.
- Coordinate interviews, candidate communications, hiring team feedback, selection decisions, and next steps throughout the hiring process.
- Maintain accurate and timely candidate records, status updates, dispositions, interview documentation, and recruiting activity in the ATS and related systems.
- Monitor candidate pipelines, communicate recruiting status, identify risks, and escalate issues that may affect hiring timelines or project staffing needs.
- Develop and execute sourcing strategies using the ATS (ADP Recruiting Manager), job boards, referrals, professional networks, direct outreach, and other recruiting channels.
- Source active and passive candidates using advanced search methods, including Boolean string searches and targeted pipeline development.
- Partner with hiring teams to understand workforce needs, project timelines, required competencies, minimum qualifications, interview plans, and hiring priorities.
- Provide guidance to hiring teams regarding recruiting strategies, labor market conditions, compensation trends, and hiring best practices.
- Prepare offer documentation, obtain required approvals, extend offers, and support onboarding coordination.
- Support compliance with employment laws, EEO requirements, OFCCP, and internal policies and procedures.
- Demonstrate urgency, responsiveness, and adaptability during high-volume, surge, proposal, and disaster-response hiring periods.
- Represent IEM professionally at job fairs, recruiting events, professional networking activities, and community outreach events as needed.
- Perform other duties as assigned that are consistent with the physical requirements, knowledge, skills, and experience outlined in this job description.
Minimum Qualifications
- Education: High school diploma or equivalent.
- Experience: Two - Five (2-5) years of professional recruiting, talent acquisition, staffing or related experience.
- Experience above should include supporting recruiting activities such as sourcing, applicant review, screening, interview coordination, candidate communication, and offer support while useing recruting tools such as an online ATS, job boards (linked In, Indeed, dice, etc), and other candidate sourcing mechanisms.
- Working knowledge of employment compliance requirements, including EEO, FLSA, and OFCCP fundamentals.
- Ability to manage multiple concurrent requisitions and prioritize work based on competing demands and deadlines.
- Ability to develop and maintain candidate pipelines and professional networks.
- Strong verbal and written communication, listening, organization, negotiation, time management, attention to detail, confidentiality, and independent judgment skills.
- Proficiency with Microsoft Office and collaboration tools, including Word, Excel, Outlook, Teams, and SharePoint.
- Ability to work flexible hours during surge hiring, proposal activity, or emergency operations.
- Ability and willingness to meet the possible travel requirements of the position.

Preferred Qualifications
- Bilingual proficiency in English and Spanish.
- Bachelor’s degree in Human Resources, Business Administration, Communications, Public Administration, Emergency Management, or a related field.
- Experience recruiting within emergency management, disaster recovery, government consulting, public-sector programs, or another project-based environment.
- Experience supporting high-volume, surge, or geographically distributed recruiting efforts.
- Experience developing candidate pipelines across multiple states or regions.
- Experience using ADP Recruiting Manager or a similar ATS.

- Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
