BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In recent years, WFP’s expertise and footprint has been leveraged by governments to build supply chain emergency response capacities around the world. WFP works with governments from a range of sectors to strengthen local supply chain capacities by transferring WFP’s know-how and best practices, with the overarching goal of making government systems more performant and shock resilient. In line with these experiences, the WFP Multi-Country Office (MCO) for the Caribbean provides multi-year technical assistance in support to the Caribbean Disaster Emergency Management Agency (CDEMA) and its participating member states.
Job Purpose:
The role will support the design, coordination, and implementation of supply chain capacity strengthening initiatives across the Caribbean, working closely with governments, CDEMA, and other national and regional partners to enhance supply chain systems, processes, and capabilities.
ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority):
The Supply Chain Officer will report to the Head of Satellite Office with a technical reporting line to the Head of Supply Chain Capacity Strengthening and will be responsible for the following activities:
1. Lead and coordinate the planning, implementation, monitoring, and evaluation of supply chain capacity strengthening initiatives in collaboration with government counterparts, CDEMA, and other national and regional partners, ensuring alignment with strategic objectives and sustainable impact.
2. Support the development and delivery of supply chain trainings, workshops, simulations, coaching sessions, and other learning initiatives aimed at strengthening institutional knowledge and technical capacities.
3. Support the implementation of supply chain assessments, capacity gap analyses, and improvement plans to identify opportunities for strengthening national and regional supply chain systems.
4. Support the development, review, and implementation of supply chain strategies, procedures, guidelines, and tools to strengthen government supply chain capabilities.
5. Provide technical advice and recommendations to government partners and stakeholders on supply chain planning, processes, systems, and best practices.
6. Facilitate knowledge transfer and promote the exchange of best practices between WFP, governments, regional organizations, and other relevant partners.
7. Analyze supply chain systems, processes, and networks to identify opportunities for optimization, innovation, and improved performance.
8. Establish and maintain productive partnerships with government counterparts, UN agencies, NGOs, private sector organizations, and other stakeholders to support collaborative capacity strengthening efforts.
9. Support the development and maintenance of supply chain tools, platforms, dashboards, and knowledge products to strengthen decision-making and institutional learning.
10. Monitor and report on the progress and impact of capacity strengthening activities, providing analysis and recommendations to support continuous improvement.
11. Support the coordination of multiple capacity strengthening activities across the Caribbean, ensuring effective planning, implementation, and follow-up.
12. Provide coaching, mentoring, and technical guidance to colleagues and partners to strengthen supply chain knowledge and capabilities.
13. Contribute to preparedness and resilience-building initiatives by supporting governments and partners in strengthening supply chain systems and processes.
OTHER POST REQUIREMENTS:
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree preferably in Supply Chain Management,
Industrial Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience
and/or training/courses.
