The Strategic Initiatives Program Manager, RCM leads strategic, cross-functional programs that drive operational efficiency across Billing Services in direct support of the Billing Services leadership team. This role owns the planning, execution, and reporting of high-impact initiatives spanning all revenue cycle functions and operations.

A significant focus of the role is the development, execution, and ongoing oversight of the offshore delivery strategy — including vendor and partner management, transition planning, service level governance, quality assurance, and performance reporting. The ideal candidate combines strong revenue cycle knowledge with disciplined program management, data-driven analysis, and the ability to influence and align stakeholders at all levels.

Essential Duties and Responsibilities:

  • Partner with the COO and Billing Services leadership team to translate strategic priorities into structured programs with clear scope, milestones, owners, and measurable outcomes
  • Build and maintain program roadmaps, project plans, status reporting, risk and issue logs, and executive-level dashboards
  • Serve as program lead for the offshore strategy, including scoping of work to be transitioned, readiness assessments, transition planning, and go-live execution
  • Provide ongoing oversight of offshore partners and teams, including service level agreements (SLAs), key performance indicators (KPIs), quality standards, capacity planning, and escalation management
  • Establish governance routines with offshore vendors and internal stakeholders, including recurring business reviews, performance scorecards, and corrective action plans
  • Analyze workflows, staffing models, and productivity data to identify automation, standardization, and process improvement opportunities across the revenue cycle
  • Develop business cases, cost/benefit analyses, and return on investment models to support leadership decision-making on strategic initiatives
  • Partner with Operations, Development, IT/Product, Compliance, Finance, HR, and Training to ensure programs are resourced, sequenced, and delivered on time
  • Ensure all onshore and offshore processes meet federal, state, and payer regulatory requirements, including HIPAA, PHI handling, and data security standards
  • Define and document standard operating procedures (SOPs), workflow documentation, and training materials required to support new or transitioned processes
  • Track realized benefits post-implementation and report results, risks, and course corrections to leadership
  • Lead change management and communication plans to drive adoption of new processes across onshore and offshore teams
  • Support integration and onboarding activities related to acquisitions, new clients, and new service lines as assigned
  • Facilitate cross-functional meetings, drive accountability for action items, and remove barriers to program execution
  • Ability to independently manage all aspects of the job role including required goals and business practices in a remote environment

Qualifications:

  • Education: Bachelor’s degree in Business Administration, Healthcare Administration, Finance, or related field preferred
  • 5+ years of experience in revenue cycle management, healthcare operations, or a related field preferred
  • 3+ years of program or project management experience leading cross-functional, multi-site initiatives

  • Demonstrated experience building business cases, performance scorecards, and executive-level reporting
  • Project management certification (PMP, Lean, Six Sigma, or equivalent) preferred
  • Advanced proficiency in Microsoft Office (Excel, PowerPoint, Outlook, Word); experience with project management and business intelligence tools preferred
  • Excellent analytical skills with the ability to translate data into actionable insights and recommendations
  • Strong communication, facilitation, and stakeholder management skills, including with executive leadership and external partners
