Position Overview
We are seeking an experienced and highly motivated Strategic Business Developer to lead full-lifecycle business development and capture efforts across the federal sector. This is a highly visible, senior-level role directly tied to corporate growth objectives and revenue targets.
The ideal candidate will have a successful track record identifying, qualifying, and capturing large-scale federal contracts, particularly within the Department of Defense (DOD), Department of Homeland Security (DHS), and civilian agencies such as GSA. This role offers a high degree of autonomy, direct access to executive leadership, and strategic influence on company-wide growth initiatives.
 
Key Responsibilities
  • Develop and execute strategic capture plans aligned with federal market growth targets.
  • Identify, qualify, and pursue new business opportunities valued at $25M+ within DoD, DHS, GSA, and civilian agencies.
  • Lead the full capture lifecycle including customer engagement, solution development, competitive pricing strategy, teaming, and proposal collaboration.
  • Drive capture planning activities such as Black Hat sessions, win theme development, and competitive analysis.
  • Collaborate with proposal teams to ensure compliance with RFP Section L/M, PWS alignment, and compelling proposal narratives.
  • Build and maintain strong relationships with federal customers, contracting officers, and teaming partners.
  • Provide regular pipeline visibility and capture progress updates to executive leadership.
Required Qualifications
  • 10+ years of experience in federal business development and capture management
  • Proven success leading to captures of competitive federal contracts valued at $25M+
  • Active Top Secret Clearance (or ability to obtain)
  • Strong understanding of federal acquisition regulations (FAR/DFARS) and the Shipley business development lifecycle
  • Proficiency with opportunity tracking platforms such as GovWin, SAM.gov, or Capture2Proposal
  • Exceptional communication and writing skills with hands-on proposal development experience
  • Demonstrated ability to lead cross-functional teams and drive successful outcomes
