Job Description:

Responsible for planning and executing procurement of raw materials, goods, and services, the Buyer Level 3 analyzes data to support sourcing decisions, sets price objectives, and ensures timely acquisition aligned with quality, cost, and schedule needs. The role evaluates suppliers, manages quotations, reviews bids, issues awards, and oversees purchase orders through completion while applying strong procurement and negotiation expertise. It may lead project-specific procurement efforts and provide guidance to others, regularly communicating with stakeholders and suppliers to clarify requirements, resolve issues, improve processes, support operational goals, and ensure compliance with all applicable laws, regulations, and company policies.

Essential Functions:

• Plan and execute procurement activities for raw materials, goods, and services in support of business and program needs.
• Compile and analyze pricing, spend, and supplier performance data to support sourcing strategies and establish price objectives.
• Solicit supplier quotations, review bids and proposals, and make source selection recommendations or award decisions as authorized.
• Prepare and issue purchase orders, requests for proposals (RFPs), and bid packages as required.
• Negotiate pricing, terms and conditions, delivery schedules, and other contractual requirements with suppliers.
• Manage purchase orders from award through completion, including follow-up to ensure on-time delivery and fulfillment of requirements.
• Resolve supplier issues involving damaged goods, rejected materials, shortages, over-shipments, cancellations, returns, claims, and engineering changes.
• Maintain accurate procurement records, documentation, and reporting in applicable systems.
• Partner with internal stakeholders including program management, engineering, operations, quality, and finance to support procurement needs and resolve issues.
• Provide guidance, coaching, or training to less experienced employees as needed.
• Ensure compliance with applicable anti-corruption ethics, laws, regulations, and company procurement policies and procedures.
• Occasional travel may be required up to 10%.
• Ability to obtain a U.S. security clearance.

Qualifications:

• Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

Preferred Additional Skills:

• Experience supporting procurement activities in a manufacturing, aerospace, defense, or other highly regulated environment.
• Practical knowledge of project management principles and experience supporting project-based procurement efforts.
• Experience preparing RFPs, bid packages, and supplier evaluation documentation.
• Familiarity with supplier performance metrics, cost analysis, and market analysis.
• Experience working with cross-functional teams including engineering, quality, operations, and program management.
• Ability to provide training, mentorship, or day-to-day guidance to other buyers or support staff.
• Knowledge of contract terms and conditions, supplier risk management, and issue resolution processes.
• Strong proficiency in Microsoft Excel and other business systems used for analysis and reporting.
• Experience identifying and implementing process improvements within procurement operations.
• Familiarity with anti-corruption regulations, ethics requirements, and purchasing compliance standards.

In compliance with pay transparency requirements, the salary range for this role in California, Connecticut, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $73,000.00 MIN - $135,000.00 MAX. The salary range for this role in Colorado state, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is $63,500.00 MIN - $117,500.00 MAX. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
