Requirements

The Sr. Solution Architect is a hands-on technical owner responsible for designing, building, configuring, and troubleshooting solutions on upcoming and active programs.  

• Own end-to-end technical solution design for assigned programs, including data driven and enterprise information systems architecture.
• Work directly with customers to help translate technical vision to stakeholders. 
• Serve as a hands-on implementer, building, configuring, and troubleshooting alongside delivery engineers rather than operating in a purely advisory capacity.
• Lead and support customer facing proofs of concept and pilots, translating platform capability into working demonstrations of business value.
• Support technical input and solution design detail for RFIs, RFPs, and other solicitation responses, providing subject matter accuracy on assigned program areas and technical feasibility of proposed approaches.
• Validate that solutions are technically achievable within existing platform architecture and delivery constraints, working directly with technical teams to document and translate gap analysis into actionable delivery requirements
• Own complex technology implementations on assigned programs with continuous attention to simplification, refactoring, and reducing unnecessary complexity.
• Design and implement solutions across data, data centric applications, and cloud architectures in support of federal health IT program requirements, including claims and appeals processing, quality improvement, and data exchange and interoperability.
• Align architecture and technical design decisions to Commence Platform standards.
• Partner with Technical Delivery Managers, Technical BAs, Data Architects, Security, and program leadership to ensure solution designs meet compliance, security, and delivery timelines.

Qualifications 

• Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical field.
• Federal health program experience, including CMS, VA, or DHA.
• Minimum ten years leading architecture of complex data pipeline, cloud, or enterprise application systems.
• Six or more years of hands-on, data-centric software development experience across complex architectures, including cloud native data platforms and analytics stacks.
• Proven experience designing secure solutions involving PHI and PII and associated governance requirements.
• Working knowledge of federal compliance frameworks, including FISMA, IL4+, and CMMC 
• Experience resolving architecture issues affecting scalability and performance for large scale systems.
• Experience with rapid prototyping and greenfield builds in Agile or SAFe delivery environments.
• Experience collaborating directly with customers and internal stakeholders to present solutions and drive adoption.
• Experience with Atlassian Jira and Confluence or equivalent delivery tooling.
• Excellent verbal and written communication.
• Ability to hold a Public Trust. 

Preferred Qualifications

• Applied AI/ML or generative AI experience within enterprise architectures, including model orchestration, RAG, and agentic workflows.
• Cloud or data platform certifications, such as AWS or Databricks.
• Familiarity with healthcare data standards, including HL7 FHIR, X12, ICD-10, and CPT.
