Job Description:

Network Designs, Inc. (NDi) is seeking a Senior Program Analyst - Software Procurement Expertise to support enterprise software acquisition, procurement planning, renewal management, and category management activities within a Federal IT environment.

The Senior Program Analyst supports the development and coordination of software acquisition packages, procurement strategies, market research, financial and business case documentation, and governance materials. The position works across software asset management, acquisition, financial, technical, and program stakeholders to help ensure software procurements and renewals are properly planned, documented, supportable, and cost-effective.

  • This position is remote, candidate must reside in one of the following states: AL, AZ, DC, FL, GA, ID, MD, MS, NJ, NC, OK, OH, PA, SC, TN, TX, UT, VA, WV

Qualifications and Experience:

  • Bachelor's degree in a related discipline such as Business, Information Systems, Information Technology, or a related field
  • Minimum of eight (8) years of relevant experience in one or more of the following:
    • Federal procurement/program analysis
    • Software acquisition support
    • Software category management support
    • Strong experience supporting:
    • Software procurement
    • Software renewals
    • Acquisition package development
  • Experience coordinating acquisition documentation, schedules, stakeholders, and approval activities.
  • Strong understanding of Federal IT procurement and software acquisition processes.
  • Ability to develop and coordinate complete acquisition packages, supporting documentation, and executive/governance briefings.
  • Strong technical and business writing skills.
  • Strong organizational and stakeholder-management skills.
  • Ability to manage procurement and renewal schedules, dependencies, risks, and action items.
  • Working knowledge of software asset management and software licensing concepts sufficient to incorporate licensing posture and utilization data into acquisition decisions.
  • Ability to synthesize financial, technical, procurement, and software licensing information into clear recommendations.
  • Proficiency with Microsoft Office applications and reporting tools.

Preferred Qualifications:

  • Experience working with FAA AMS and FAST acquisition processes.
  • Experience supporting FAA or comparable Federal acquisition governance processes.
  • Experience supporting ASRB and/or SCRB documentation and briefings.
  • Familiarity with iViews/ITAR or comparable Federal procurement intake systems.
  • Experience with enterprise software licensing, software asset management, and major software renewal activities.
  • Familiarity with Power BI for reporting and analysis.

Key Tools and Platforms:

Candidates should have experience with, or the ability to work effectively within:

  • Microsoft Office Suite
  • iViews / IT Acquisition Request System (ITAR)
  • FAA AMS / FAST processes and documentation
  • Power BI - preferred
  • Government-designated document repositories and collaboration environments

Key Responsibilities

Software Procurement and Acquisition Support:

  • Support software acquisition requirements planning and development of acquisition strategy documentation.
  • Participate in requirements-gathering sessions with technical, business, acquisition, and program stakeholders to develop clearly defined and supportable requirements.
  • Support development and preparation of:
    • Performance Work Statements (PWS)
    • Statement of Work (SOW)
    • Statements of Objectives (SOO)
    • Statement of Need (SON)
    • Independent Government Cost Estimates (IGCEs)
    • Market Research and market Analysis Reports
    • Screening Information Requests (SIRs)
    • Alternatives Analyses
    • Business Case Analyses (BCAs)
    • Solicitation documentation

Software Renewals and Acquisition Planning:

  • Coordinate software renewal calendars, schedules, action items, dependencies, risks, and governance decision points.
  • Support software procurement and renewal planning activities, including development of supporting analyses and executive-level status reporting.
  • Perform and support market research and procurement planning for enterprise software products and services.
  • Incorporate software asset management information-including software usage, licensing posture, potential liabilities, and related analytical inputs-into procurement and renewal strategies.
  • Help evaluate acquisition alternatives and support development of cost-effective, compliant software procurement approaches.
  • Maintain procurement and acquisition artifacts within Government-designated repositories and shared environments using Government-furnished tools.

Federal Acquisition and Governance Support:

  • Develop and coordinate documentation consistent with FAA Acquisition Management System (AMS) and FAA Acquisition System Toolset (FAST) requirements, as applicable.
  • Support development of acquisition milestone documentation, financial documentation, business cases, and approval briefings.
  • Support preparation of documentation and briefings for governance bodies such as the Acquisition Strategy Review Board (ASRB) and Service Contract Review Board (SCRB).
  • Support development of documents and justification necessary to obtain program, project, funding, and acquisition approvals.
  • Provide technical writing and analytical support for source-selection activities, which may include development of source-selection plans, criteria, evaluations, and reports.
  • Ensure acquisition and program-support activities are completed accurately, efficiently, on schedule, and in accordance with applicable program requirements.

Analysis and Stakeholder Coordination:

  • Coordinate across program managers, technical teams, software asset management personnel, acquisition professionals, financial stakeholders, CORs, vendor leads, and other Government stakeholders.
  • Analyze software procurement, licensing, utilization, financial, and program information to support acquisition decisions.
  • Translate complex technical, financial, and licensing information into clear procurement recommendations and executive-ready materials.
  • Track schedules, dependencies, risks, action items, and required decisions associated with software procurement and renewal actions.
  • Develop briefings, reports, presentations, and supporting documentation for Government leadership
