Position Overview:
Cognitive is seeking an experienced Pre-Sales Solution Architect to lead the design and articulation of innovative, differentiated technical solutions for federal government opportunities. This role sits at the intersection of business development, technical strategy, and proposal execution. The ideal candidate thrives in a fast-paced capture environment, possesses deep familiarity with federal acquisition processes, and has a demonstrated ability to translate complex customer challenges into compelling Concepts of Operations (CONOPs), solution narratives, and compliant proposal volumes.
This is a remote position; however, Cognitive hires only in the following designated U.S. states based on contract and business requirements: VA, DC, MD, TN, FL, AZ, CO, OR, and TX.
Key Responsibilities:
- Partner with business development and capture managers to engage federal agency stakeholders, uncover mission pain points, and translate customer requirements into technically sound, differentiated solution approaches.
- Lead the creation of Concepts of Operations (CONOPs) that clearly articulate how proposed solutions address customer mission needs including operational workflows, system interactions, user roles, and phased implementation strategies.
- Design end-to-end technical architectures for complex federal IT, cloud, data, and mission systems solutions; develop solution frameworks that align to agency standards such as NIST, FedRAMP, Zero Trust, and relevant agency-specific policies.
- Maintain awareness of emerging federal IT priorities (e.g., AI/ML adoption, cloud migration, cybersecurity modernization) and competitor solution approaches to inform differentiation strategies.
- Build and maintain relationships with technology partners, platform vendors, and teaming partners; evaluate and incorporate partner capabilities into proposed solutions.
- Work closely with program delivery, contracts, pricing, and executive leadership to ensure proposed solutions are operationally viable, technically credible, and financially sound.
- Support or lead oral proposal presentations, demonstrations, and government briefings, effectively communicating the solution vision to both technical and non-technical federal evaluators.
Qualifications:
- Bachelor's degree in Computer Science, Information Systems, Systems Engineering, or a related technical discipline.
- 10+ years of progressive technical experience in federal IT, defense, or intelligence community programs.
- Demonstrated experience developing CONOPs, technical approach narratives, and solution architectures in response to federal RFPs (FAR/DFARS-based procurements).
- Experience with DoD, DHS, VA, HHS, or civilian agency customers and familiarity with their mission environments and IT landscapes.
- Hands-on experience with cloud platforms (AWS GovCloud, Azure Government, or equivalent) and knowledge of FedRAMP authorization frameworks.
- Strong written communication skills with demonstrated experience authoring winning federal proposal sections.
- Familiarity with federal cybersecurity frameworks including NIST 800-53, Zero Trust Architecture, and CMMC.
- Familiarity with Shipley or similar structured capture and proposal methodology.
- Ability to obtain or currently hold a U.S. Government security clearance.
- U.S. citizenship required.
Preferred Experience:
- Prior experience in a capture manager, solution architect, or chief engineer role on federal programs valued at $50M+.
- Certifications such as AWS Certified Solutions Architect, Microsoft Azure Solutions Expert, CISSP, PMP, ITIL, orSAFe.
- Experience supporting IDIQ task order responses (e.g., GSA OASIS, CIO-SP3/4, Alliant, SEWP).
- Background in AI/ML, data analytics, digital transformation, o rDevSecOps solution development for federal agencies.
