POSITION DESCRIPTION

Monument is seeking a Right-of-Way Agent / Project Manager located in California to manage gas and electric transmission and distribution project efforts. The successful candidate will be responsible for handling right-of-way activities, managing project schedules and deliverables, negotiations, and preparation and execution of land and right-of-way agreements, permits, and other documents necessary for the successful acquisition of rights. This role serves as a key liaison between clients, stakeholders, landowners, regulatory agencies, and internal project teams to ensure project objectives are achieved on time and within budget.


Key Responsibilities

  • Identification and verification of land ownership through public records and other available resources.
  • Research, review, and analysis of land titles, identifying and resolving title defects and ownership issues.
  • Lead negotiations for the acquisition of right-of-way, easements, and other property interests on behalf of clients, ensuring favorable outcomes and alignment with project objectives.
  • Preparation, analysis, and interpretation of all land and right-of-way-related agreements, deeds, easements, leases, permits, and licenses.
  • Maintain accurate project records, landowner communications, and parcel-related data within company databases and project management systems.
  • Lead the negotiation, administration, management, and protection of clients' real property rights, including third-party uses on client-owned property and activities occurring within client easements.
  • Ensure compliance with client land policies, regulatory requirements, and jurisdictional standards related to licensing, consents, grant-outs, encroachments, and major transmission line relocations.
  • Review and analysis of property rights, resolve complex land-related issues, and manage billing and invoicing matters with internal and external stakeholders.
  • Oversee the preparation and execution of real estate agreements, including permits, consents, licenses, cost estimates, liability matrices, and quitclaim documents.
  • Lead project meetings, client discussions, status updates, and cross-functional team coordination efforts as necessary. 

Qualifications

  • Minimum of 5 years of progressively responsible experience in right-of-way, land acquisition, in gas and electric transmission and distribution.
  • Demonstrated leadership and project management experience leading complex right-of-way and land acquisition projects.
  • Strong business acumen and exceptional client relationship management skills.
  • Proven ability to lead cross-functional teams and collaborate effectively with internal and external stakeholders.
  • Excellent negotiation, conflict resolution, and decision-making skills.
  • Possess flexibility, professionalism, and outstanding interpersonal skills.
  • Excellent verbal and written communication abilities.
  • Highly organized, self-motivated, and capable of managing multiple projects and competing priorities with minimal oversight.
  • Ability to work effectively with executive leadership, project teams, regulatory agencies, landowners, and clients.
  • Proficient in Microsoft Word, Excel, and project tracking systems.
  • Familiarity with AutoCAD LT, GIS, Google Earth, and land management software applications.
  • California Real Estate License required.
