POSITION OVERVIEW

The Project Manager leads the execution of assigned federal construction projects within QGS's Acquire–Comply–Execute lifecycle. This position owns the day-to-day delivery of safety, quality, cost, schedule, execution and compliance performance. The Project Manager collaborates closely with the Program Manager and enterprise functional teams—Safety/Quality, Finance, HR, Supply Chain, Cyber/IT, and Compliance—to deliver predictable results, drive continuous improvement, and contribute to QGS's sustainable growth and operational excellence.

What You'll Do

  • Project Ownership & Leadership: Own execution of assigned federal construction projects through all Acquire–Comply–Execute stages. Lead project-specific Integrated Project Teams (IPTs), conduct required meetings, develop project reports, track budget, schedule, and scope, prepare required documentation, and ensure auditable project records.
  • Stakeholder Management: Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and successful project execution.
  • Budget & Resource Management: Develop and manage baseline project budgets, forecasts, and cost performance while maintaining required documentation.
  • Schedule & Scope Management: Develop and maintain project schedules, monitor progress, identify variances, and coordinate recovery plans with Program Management.
  • Program Management Alignment: Provide accurate and timely reporting to Program Management while escalating significant project risks, change orders, and contractual issues in accordance with QGS governance.
  • Client Partnership: Maintain positive working relationships with client representatives to support successful project execution and customer satisfaction.
  • Compliance & Risk Management: Ensure compliance with federal regulations, contract requirements, and QGS standards while maintaining project risk and opportunity logs.
  • Team Leadership: Lead assigned project teams by fostering collaboration, accountability, quality, and safety.
  • Reporting: Prepare and maintain required project reports, schedules, risk logs, and performance metrics through the QGS OPS Platform.

What You'll Bring

  • Experience: Minimum 5 years managing Federal or EPC construction projects with demonstrated success delivering projects in regulated environments.
  • Education: Bachelor's degree in Construction Management, Project Management, Engineering, Business Administration, or a related field. Equivalent field experience may be considered.
  • Certifications: PMP required within 12 months of hire; OSHA 30 required (QGS will support if needed). USACE/NAVFAC QC Manager and additional certifications such as PgMP, ITIL, or Six Sigma are a plus.
  • Technical Skills: Proficiency with project management software (e.g., MS Project, Primavera, Procore or equivalent), cost control tools, and Microsoft Office Suite.
  • Soft Skills: Strong communication, collaboration, leadership, and decision-making skills with the ability to effectively manage assigned projects in a matrix environment.
  • Clearance: Ability to obtain and maintain a federal security clearance; background check required.

 

Preferred Qualifications

  • Experience with construction projects in the following industries:
    • Federal Facilities / Mission-Critical
    • Nuclear Support Facilities / Testing Sites
    • Solar, BESS / Microgrid
    • Transmission, Distribution, and Substation
    • Industrial / Commercial Building Complexes.
    • Industrial / Fuel / Process Utilities
    • Marine / Heavy-Civil Infrastructure
    • Communications Infrastructure
  • Working knowledge of FAR/DFARS, DCAA requirements, NIST 800-171, ISO 9001, and NQA-1.
  • Experience with construction contracts for DOE, DoD, DHS, GSA, NAVFAC, USACE, or other federal agencies.
  • Familiarity with project management methodologies and tools.
  • Demonstrated success supporting or managing federal construction projects in regulated environments.

  • Field Trade Experience

 

Systems and Tools

  • All project artifacts, correspondence, cost/schedule data, requests for information (RFIs), submittals, and change documentation must be maintained within the QGS OPS Platform (GCC High). The Project Manager ensures full traceability, version control, and compliance with NIST 800-171 Rev 2 for CUI data.

Compensation

  • The anticipated salary range for this position is $130,000–$150,000 annually. Actual compensation will be based on relevant experience, qualifications, skills, geographic location, and other job-related factors. This position is eligible for bonus and/or other incentive compensation.
