Dynamic Solutions Technology, LLC, a premier strategic services firm that meets IT and Service needs for commercial and government clients, is seeking a full-time Program Manager. This is an exempt position in support of a government customer headquartered in Maryland location 

 

SECRET CLEARANCE REQUIRED/TS/SCI ELIGIBLE 

 

Responsibilities:

The PM serves as the primary POC and would be responsible for providing management and oversight for the contract and project management support. The PM is responsible for developing work plans, reports, quality checks, and continuous improvement. The PM oversees the deployment of all program criteria. This person will interact with the Contracting Officer's Representative (COR), Technical Leadership, and Senior Leadership; Responsible for program financials, employee review, customer relationships, quality management, staffing and team building. The PM is responsible for identifying opportunities to provide additional services. Assists in developing management plans, procedures, and methodology. Providing accounting operations support, conducts in-depth research into accounting discrepancies, and supports cleanup efforts. This position is in Washington, DC, and has some remote possibilities.

Experience Required:

  • Program Management and Oversight: Provide comprehensive management, direction, and oversight of all contractor and subcontractor activities to ensure successful execution of PWS requirements, contractual obligations, and program objectives.
  • Government and Contractor Liaison: Serve as the primary point of contact between the Government and Contractor, facilitating effective communication, coordinating program activities, and ensuring timely resolution of operational and contractual concerns.
  • Monitor and evaluate contract performance to ensure all tasks, deliverables, and services are completed accurately, efficiently, and in accordance with the PWS, established schedules, and Government expectations.
  • Direct and oversee contractor and subcontractor personnel, ensuring appropriate staffing, accountability, performance management, and alignment of personnel qualifications with contractual requirements.
  • Assess and determine manpower requirements for projects of comparable size, scope, and complexity, identifying appropriate staffing levels, technical skill sets, labor categories, and resource allocations.
  • Monitor contract expenditures, labor utilization, financial performance, and resource requirements while supporting Government financial and business processes, excluding inherently governmental functions.
  • Develop, implement, and maintain key performance indicators (KPIs), performance metrics, and reporting mechanisms to measure contract performance, operational efficiency, service quality, and compliance with contractual requirements.
  • Establish and enforce quality management processes, industry best practices, and proven methodologies to ensure consistent service delivery, operational efficiency, and continuous process improvement.
  • Proactively identify, assess, document, and communicate potential contractual, programmatic, financial, staffing, and resource-related risks, developing mitigation strategies to minimize impacts on contract performance.
  • Exercise delegated authority to make binding operational and contractual decisions on behalf of the prime Contractor, address Government concerns, commit organizational resources within authorized limits, and implement corrective actions.
  • Implement standardized processes and management tools to document, track, monitor, and report PWS requirements, project milestones, deliverables, action items, and performance activities.
  • Develop and maintain integrated project schedules, establish priorities, monitor milestones, and coordinate personnel and resources to ensure timely completion of contractual tasks and deliverables.
  • Conduct regular program management meetings, performance reviews, and coordination sessions with Government representatives, technical teams, subcontractors, and organizational leadership to maintain alignment with mission requirements.
  • Ensure contractor personnel adhere to applicable contract terms, Government policies, organizational procedures, quality standards, and reporting requirements while maintaining accurate program documentation and performance records.
  • Provide proactive leadership in developing operational strategies, resolving performance challenges, optimizing workforce utilization, and implementing management improvements to ensure successful contract execution and customer satisfaction.
  • Directly accountable for the overall quality, efficiency, staffing, financial monitoring, and successful performance of the Contractor's responsibilities under the PWS, while maintaining the authority necessary to represent and commit the prime Contractor within delegated limits.

Qualifications Requirements:

  • Top Secret/SCI clearance eligible 
  • BS in IT Management or Program/Project Management
  • PMP/PMI certification
  • 10 years of IT program management
  • 5 years performing financial and performance monitoring of contracts 
  • Minimum 5 years with Agile methodologies and project management
  • Public Trust Level One security clearance
