PURPOSE OF CONSULTANCY

About PAHO
The Pan American Health Organization (PAHO), through the Department of Evidence and Intelligence for Action in Health (EIH), supports Member States in strengthening information systems for health, improving data governance, and accelerating digital transformation. Within the framework of the Bloomberg Philanthropies Data for Health Initiative, PAHO provides technical cooperation to improve the availability, quality, interoperability, and use of birth and mortality data, including the modernization of CRVS systems and adoption of ICD-11 standards.
The Initiative contributes to the implementation of the PAHO Plan of Action for Strengthening Information Systems for Health 2024–2030 and supports countries through capacity building, technical assistance, development of guidance materials, and implementation of digital health solutions.
Purpose of Consultancy
Provide technical cooperation support for the effective programmatic implementation, monitoring, and reporting of activities under the Bloomberg Philanthropies Data for Health Initiative. The consultancy will support the coordination of activities related to strengthening Civil Registration and Vital Statistics (CRVS) systems, ICD-11 implementation, Digital Transformation, interoperability, and the improved production, availability, quality, and use of birth and mortality data for decision-making in the Region of the Americas, in alignment with PAHO’s technical cooperation role under the Initiative.
DESCRIPTION OF DUTIES:
Description of Duties
Under the supervision of the Information Systems and Digital Health Unit Chief, the consultant will:
1) Support project planning, programmatic implementation, and monitoring workplan
Support the preparation, updating, and monitoring of the project workplan, timelines, and deliverables.
Prepare technical summaries, progress updates, and donor reporting materials.
Maintain organized project documentation and support knowledge management activities
Support coordination of activities with PAHO country offices, consultants, and partners.
2) Facilitate coordination of CRVS, ICD-11, and digital health activities
Assist knowledge exchange among Member States through workshops, training sessions, and technical dialogues.
Support and follow-up for CRVS digital transformation tasks, ICD-11 readiness, interoperability, and data quality improvement activities.
Prepare briefing notes, slide decks, minutes, and follow up on action points.
3) Strengthen administrative coordination of the project systematic implementation
Keep evidence collection for deliverables (agendas, minutes, participant lists, outputs/products, trainings) and maintain an organized audit-ready repository.
Coordinate the provision of input from Technical and Administrative teams within the Unit.
Facilitate coordination and logistical planning of Regional and Country-level technical cooperation activities, workshops, training, and meetings.
Follow up on travel arrangements, reservations, ticketing for the project meetings within the Unit.
Perform other related duties as assigned by the Unit Chief to support successful delivery of the Technical Cooperation activities.
Consultant profile
Education:
Essential: University degree in Public Health, International Development, Project Management, Information Systems, Health or Social Sciences, Business Administration, or a related field from a recognized university.
Desirable: Training or certification in Project Management Methodologies.
Experience:
Essential: At least 5 years of professional experience in international cooperation, project coordination, implementation, monitoring, and reporting. Demonstrated experience in the organization of regional or international events.
Desirable: Knowledge of health information systems, digital health, CRVS, or data management. Prior experience with PAHO, WHO, and/or other UN agencies. Experience working with multidisciplinary and multicultural teams. Experience in providing technical support for training, research, policies, and program implementation in low-resource settings.
Skills:
Strong project coordination and organizational skills
Ability to manage multiple timelines, deliverables, and stakeholders
Excellent writing and reporting skills
Ability to synthesize technical information into clear documents
Proficiency with Microsoft Office tools and project management platforms
Strong interpersonal communication skills in multicultural environments.
Proven competency in the use of standard Office and statistical applications (Word, Excel, PowerPoint) and research tools (reference and citation databases, statistical and qualitative research applications).
Languages:
Band: A, (daily fee range is between $172 to $215 USD ).
Estimated duration: 7 months
Schedule: Full time - 40 hrs./week (100% FTE)
