AI Summary

The Offshore Delivery Manager will lead and scale the Philippines accounting team by overseeing capacity planning, quality standards, and operational execution for US-based clients. They are responsible for mentoring staff, managing hiring processes, and documenting accounting SOPs to ensure high-quality delivery and team growth.

About the Role

We are looking for an experienced Offshore Delivery Manager to lead and scale our Philippines accounting delivery team supporting US-based clients.

This role sits at the intersection of accounting quality, team leadership, capacity planning, hiring, and operational execution. You will be responsible for ensuring the Philippines team delivers high-quality accounting work, new hires become productive quickly, and strong team members are retained and developed.

You will own account-level staffing, quality standards, onboarding, and team development — building the structure and processes needed for the Philippines team to absorb 8–10 additional client engagements over the next 12 months while improving billable utilization without sacrificing quality.

The ideal candidate has operated as a Controller, Accounting Manager, or Senior Manager within an accounting firm or finance outsourcing environment, has managed and developed a sizable accounting team, and is comfortable being both a technical accounting leader and an operational owner.

Key Responsibilities

1. Own PH Account Coverage & Capacity Planning

  • Maintain a live, client-by-client staffing map showing team assignments, capacity, utilization, and staffing gaps.
  • Assess current team utilization and identify opportunities to increase billable capacity without compromising quality.
  • Identify under-resourced or at-risk engagements before they become client issues.
  • Evaluate whether each engagement is properly staffed, not simply fully staffed.
  • Partner with the recruiter to define hiring requirements and technical assessments.
  • Interview accounting candidates and provide the final hiring recommendation.
  • Serve as the primary point of contact for Philippines capacity constraints, staffing gaps, and delivery risks.

2. Own the Quality of PH Accounting Delivery

  • Serve as the first escalation point for technical accounting and workflow questions from the Philippines team.
  • Resolve issues at the PH level whenever possible rather than unnecessarily escalating them to the onshore team.
  • Review accounting work and identify errors before they reach clients or onshore reviewers.
  • Establish clear standards for what high-quality accounting work looks like.
  • Develop task-level SOPs for recurring accounting deliverables, including:
    • Bank reconciliations
    • Payroll journals
    • Month-end close procedures
    • Revenue schedules
  • Build a documented review and SOP framework, targeting 10 documented processes by month 6 and full recurring-work coverage by month 12.

3. Own Onboarding, Development & Retention

  • Build and maintain a structured onboarding and training program for new Philippines hires.
  • Reduce time-to-billable to 30 days through clear training plans, documentation, and performance milestones.
  • Mentor accounting staff and create development paths for high performers.
  • Identify skill gaps and implement targeted training.
  • Maintain annual voluntary PH attrition below 10%.
  • Ensure people development translates into measurable career progression and stronger team capability.

4. Lead PH Hiring Decisions

  • Partner closely with recruiting to define technical requirements for accounting hires.
  • Participate in candidate interviews and technical assessments.
  • Evaluate candidates based on accounting knowledge, client-service ability, communication, and team fit.
  • Make final hiring recommendations for accounting team positions.
  • Build a strong understanding of the Philippines accounting talent market and what differentiates high-performing candidates.

Key Outcomes

Success in this role will mean:

  • Every client engagement has appropriate PH staffing and clear capacity visibility.
  • PH billable utilization increases without sacrificing first-pass quality.
  • New hires become billable within 30 days.
  • Accounting quality improves through consistent review standards and documented SOPs.
  • 10+ recurring accounting processes are documented by month 6, with full recurring-work coverage by month 12.
  • Voluntary PH attrition remains below 10% annually.
  • The team is capable of absorbing 8–10 additional engagements over the next 12 months.
  • Strong performers are developed, promoted, and retained.

Requirements

Qualifications

  • Philippines-based accounting leader with experience managing a team of 15–30+ accounting professionals.
  • Experience as a Controller, Accounting Manager, Senior Manager, or equivalent accounting leadership role.
  • Current or previous experience within an accounting firm, CAS firm, or finance/accounting outsourcing organization serving multiple US clients.
  • Strong understanding of US GAAP and US accounting practices.
  • Experience reviewing accounting work and managing the quality of deliverables.
  • Experience directly interviewing and hiring accounting professionals.
  • Demonstrated experience building or managing a training program.
  • Experience creating SOPs, process documentation, onboarding programs, or similar operational infrastructure.
  • Experience managing team performance and developing accounting talent.
  • Experience working US-overlapping hours and willingness to continue doing so.
  • Philippine CPA preferred.

Core Competencies

  • Accounting Credibility: Deep enough technical expertise to review work and identify issues, not simply manage schedules.
  • People Leadership: Proven ability to lead, develop, and retain a sizable accounting team.
  • Talent Assessment: Strong judgment when evaluating and hiring accounting professionals.
  • Operational Discipline: Comfortable owning capacity plans, SOP libraries, onboarding checklists, and other operational infrastructure.
  • Written Communication: Able to create clear SOPs and escalation notes that can be understood asynchronously.
  • Ownership: Brings recommendations and solutions, not just problems.
  • Persistence: Demonstrated ability to stay with complex team or operational challenges long enough to improve them.
  • Client Focus: Understands that internal delivery quality ultimately affects client relationships and retention.

Important: This Is Not a Pure Operations Role

We're looking for someone who combines strong accounting leadership with operational ownership.
