Duration: 163 days per 11 months (with a total number of 30 days in country mission per year)
ORGANIZATIONAL CONTEXT
WFP Iraq operates in a complex environment shaped by protracted displacement, climate variability, water scarcity, and economic vulnerability. Under its Country Strategic Plan (CSP), WFP supports resilience-building and sustainable livelihoods, with a strong emphasis on climate adaptation and food security.
The Green Climate Fund (GCF) programme in Iraq focuses on strengthening the adaptive capacity of vulnerable populations in southern governorates, particularly Basrah, Thi Qar, and Al-Qadisiyah, through integrated interventions spanning climate-resilient livelihoods, natural resource management, and institutional capacity building.
This position supports the GCF-funded project “Promoting Climate Resilient Livelihoods for Food Insecure People in Southern Iraq (SAP060)”.
Within this context, the Research, Assessment and Monitoring (RAM) unit provides critical evidence to inform programme design, track results, and ensure accountability. The M&E Officer will play a central role in ensuring that GCF interventions comply with GCF Performance Measurement Frameworks, WFP corporate M&E standards, and donor reporting requirements, while strengthening national monitoring systems and partner capacities.
JOB PURPOSE
To support the design, implementation, and continuous improvement of monitoring, evaluation, and learning systems for GCF-funded activities in Iraq, ensuring the generation of high-quality, timely, and credible evidence on outputs, outcomes, and impacts.
The role will bridge field-level data collection and strategic decision-making, contributing to adaptive programme management, donor reporting, and accountability to beneficiaries, including tracking climate adaptation results and resilience outcomes in line with GCF Performance Measurement Frameworks.
ACCOUNTABILITIES/RESPONSIBILITIES
Monitoring, Evaluation, and Learning
• Support the development and implementation of comprehensive M&E plans aligned with GCF logical frameworks, indicators, and targets.
• Ensure alignment with GCF Performance Measurement Framework (PMF), including climate resilience and adaptation indicators.
• Lead and/or coordinate baseline, mid-term, and end-line assessments, ensuring methodological rigor and comparability over time.
• Conduct regular monitoring of outputs and outcomes, ensuring data quality, integrity, and timeliness.
• Monitor and report on climate adaptation outcomes, including adoption of climate-resilient practices, improved water-use efficiency, and strengthened livelihood resilience.
• Contribute to outcome analysis, identifying trends, lessons learned, and programmatic gaps.
• Support integration of learning loops to inform adaptive management and programme adjustments.
Data Management and Systems
• Oversee the use of digital data collection tools (e.g., ODK, Kobo) and ensure real-time data availability.
• Coordinate with MIS teams to maintain robust beneficiary tracking systems and dashboards.
• Ensure compliance with WFP data protection and confidentiality standards.
• Promote the use of data visualization tools for decision-making (e.g., Power BI, Tableau).
Reporting and Donor Compliance
• Prepare high-quality M&E reports (monthly, quarterly, annual) in line with GCF and WFP requirements.
• Support preparation of Annual Performance Reports (APR) and other GCF-specific reporting products.
• Develop clear Findings–Implications–Actions (FIA) summaries to support Steering Committee and management decisions.
• Ensure accurate documentation of results, indicators, and evidence for audits and evaluations.
Gender, Safeguards, and Inclusion
• Ensure systematic collection and analysis of sex-, age-, and vulnerability-disaggregated data.
• Integrate gender-responsive and socially inclusive indicators across all monitoring frameworks.
• Support compliance with GCF Environmental and Social Safeguards (ESS) and stakeholder engagement requirements.
• Monitor inclusion of vulnerable groups, including women, youth, and marginalized communities.
Capacity Strengthening and Coordination
• Provide technical support and training to government counterparts, cooperating partners, and field staff on M&E methodologies and tools.
• Strengthen national and partner M&E systems to ensure sustainability and ownership.
• Coordinate with internal units and external stakeholders to ensure harmonized reporting and indicator consistency.
• Support independent evaluations (mid-term, terminal), ensuring impartiality and stakeholder participation.
Risk Management and Quality Assurance
• Identify and flag implementation of risks and data gaps, proposing mitigation measures.
• Conduct data quality assessments (DQAs) and spot checks.
• Ensure that corrective actions are tracked and implemented based on monitoring findings.
Perform other duties as required to support programme delivery and organizational priorities.
QUALIFICATIONS & EXPERIENCE
• Advanced University degree in Economics, Food Security, Statistics, Data Science, Geography, or related fields.
• Minimum 5 years of relevant experience, including supervisory responsibilities.
• Experience in designing monitoring plans, statistical analysis, econometrics, or data visualization.
• Proven experience in climate adaptation or resilience programming, preferably within UN or donor-funded projects.
• Background in food security, nutrition, or livelihoods is an asset.
KNOWLEDGE & SKILLS
• Strong understanding of results-based management (RBM) and GCF reporting requirements.
• Proficiency in data collection and analysis tools (ODK/Kobo, SPSS, Stata, R, or Python).
• Experience with data visualization platforms (Tableau, Power BI).
• Excellent analytical and critical thinking skills.
• Ability to translate complex data into clear, actionable insights and donor-friendly products.
• Strong written and verbal communication skills.
• Demonstrated ability to work in complex, multi-cultural environments.
LANGUAGES
• Fluency in English (Level C).
• Arabic is an asset.
DESIRED EXPERIENCES
• Experience working on GCF-funded projects or similar climate finance mechanisms.
• Familiarity with climate vulnerability assessments and adaptation indicators.
• Hands-on experience managing or supporting Mid-Term Reviews and Terminal Evaluations.
• Strong background in evidence generation and use for policy and programme decision-making.
• Willingness to travel to Iraq with frequent travel to southern governorates.
