PURPOSE OF CONSULTANCY

Background
The Pan American Health Organization World Health Organization Office for Barbados and the Eastern Caribbean Countries is supporting implementation of a regional Pandemic Fund project from January 2025 through March 2028. The project benefits six Member States of the Organisation of Eastern Caribbean States: Antigua and Barbuda (ATG), Dominica (DMA), Grenada (GRD), Saint Kitts and Nevis (KNA), Saint Lucia (LCA), and Saint Vincent and the Grenadines (VCT). PAHO WHO is implementing the project in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and the World Bank.

The project seeks to strengthen national and regional capacities for pandemic prevention, preparedness, and response through three interrelated result areas: laboratory systems; early warning and disease surveillance; and human resources for health. Together, these investments are intended to improve the detection, monitoring, and response to public health threats and support more resilient, integrated health systems across the Eastern Caribbean.

During the first year of implementation, participating countries advanced several priority activities. Achievements included deployment of automated antimicrobial resistance diagnostic platforms; completion of multi-hazard preparedness plans; biosafety assessments; regional critical care and infection prevention and control training; certification of health workers; and establishment of District Health Information Software 2 (DHIS2) surveillance systems supported by long-term technical arrangements.

The second and third years of implementation will focus on accelerating delivery and financial execution across a complex portfolio of procurement, technical assistance, and system-strengthening activities. Priorities include laboratory information systems, expansion of DHIS2 surveillance modules, health information system interoperability assessments, biosafety standard operating procedures, One Health coordination mechanisms, and human resources for health registries.

Given the scale, technical breadth, and multi-partner nature of the programme, PAHO WHO requires dedicated support for programme management, donor reporting, digital health coordination, procurement monitoring, budget analysis, and results tracking across the six countries.

Objective
