BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi- Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
The job holder is likely to work under the supervision of the Head of HR and to operate with minimal supervision and provide guidance to junior staff to ensure that operational and project objectives are achieved. They are heavily involved in HR Operations and Recruitment including day–to-day activities and analytical work. Job holders provide advice on mid-complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities.
JOB PURPOSE:
The focus of the role will be to support the delivery of professional, client-focused HR operations and/or recruitment services, while partnering with managers to implement HR solutions in line with WFP corporate priorities.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the guidance of the Head of HR, support HR operations and/or talent acquisitions activities for the Caribbean MCO following standard processes and ensuring alignment with WFP policies.
Lead end to end recruitment processes, from workforce planning and requisition initiation through candidate selection and offer management, ensuring hiring managers are effectively supported, recruitment needs are clearly understood, processes are compliant and timely, and candidates receive a positive and professional experience throughout the recruitment cycle.
Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
Deliver onboarding activities which ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
Support organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
Collate and analyse data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
Contribute to a collaborative and cohesive HR team environment.

DELIVERABLES AT THE END OF THE ASSIGNMENT:
Finalisation of recruitment for assigned positions in compliance with SOPs and WFP regulations
Provide HR operational support as required.
Confirmation of compliance and completeness of recruitment documentation
Updated Caribbean MCO rosters of qualified candidates
Report on any recommendations or lessons learnt for consideration by the HR Unit.
DESIRED EXPERIENCES FOR ENTRY INTO THIS ROLE:
Has gained extensive experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment
Has provided direction and instruction to more junior staff members within area of expertise
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Human Resource Management, Public or Business Administration, Industrial/Organizational Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience
3-5 years of relevant professional experience in Human resources with an interest in international humanitarian development.
Knowledge & Skills
Broad or specialised knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
Extensive experience in recruitment process and policies of UN/WFP, including WFP contractual framework and Staffing Framework.
Knowledge of, or the ability to quickly assimilate UN/WFP specific processes and systems, including Workday.
Ability to work with minimal supervision, operating with high levels of discipline and with agility.
Proficiency in the use of Workday Recruiting, Imocha and Microsoft Office.
Good communication skills required (both written and oral), ability to effectively manage wide range of senior stakeholders (including Heads of Units and management); ability to drive engagement on All-Staff and individual employee levels.
Ability to establish and maintain effective relationships with clients and provide client - oriented service. Ability to identify client’s needs and match them to appropriate solutions.
Good analytical ability to compile, maintain and analyse data, prepare reports, and draw initial conclusions in support of work skills in developing sources for data collection.
Experience supervising more junior and/or less experienced members of the team is an added advantage.
Language
Fluency (level C) in English language.
