Direct Reports: Partnerships Manager and Senior Policy and Advocacy Manager (Matrix)

Key Internal Contacts/Relationships:  ExCo, Regional directors and their teams, Programme Managers, HALO Europe, MEAL.

Key External Contacts/Relationships:  Donors, including Minsters and senior civil servants; HALO Ambassadors and supporters.

Job Purpose: The Head of Global Partnerships will drive the HALO Trust’s resource-mobilisation strategy, cultivating, securing, and stewarding relationships with major institutional donors outside of the EU and US. The role will lead the Global Partnerships strategy for diversifying income streams seeking non-traditional donors to ensure sustainable growth and high-impact partnerships, aligning partner interests with HALO’s global mission.

Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence.

HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.

About the role:

This role is responsible for securing multi-year, flexible, and sustainable funding to support HALO operations, ensuring that the HALO is positioned as a partner of choice in both conflict and post-conflict-affected settings.

The role leads a team that manages the full contract management cycle, from identification and proposal submission to stewardship and reporting.  It holds overall responsibility for the Global Partnerships team’s work to maintain and strengthen existing relationships with HALO key donors including the UK, Ireland and Canada and seeking new opportunities for funding and support from non-traditional donors such as Japan, Australia and New Zealand, among others. 

Responsibilities:

• Strategic Planning & Income Growth: Develop and implement a Global Partnerships Strategy to secure increased, stable, and flexible funding from non-traditional donors in alignment with HALO priorities. 
• Achieve annual income targets: Directly responsible for hitting budgeted income targets for a designated portfolio of donors. Hold accountability for HALO’s Global Partnerships stretch targets.
• Relationship Management & Diplomacy: Develop and maintain high-level, long-term relationships with bilateral and multilateral partners, embassies, and key government stakeholders to advance funding goals.
• Donor Stewardship & Reporting: Lead a team in project design negotiations with institutional donors, proposal drafting, and finalisation of partnership agreements, ensuring compliance with both donor and HALO regulations.
• Contract Management: Oversee the preparation of high-quality proposals, donor reports, and financial reports that demonstrate the impact of HALO’s work.
• Operational Collaboration: Work closely with HALO Regional and Deputy Regional Directors and key Programmes Managers and technical experts to shape funding opportunities and enhance strategic cooperation.
• Representation: Representation at senior level, including to key donors and at external speaking events and conferences across the Humanitarian Mine Action sector.
• Leadership & Team Management: Lead and supervise a team of partnership specialists, fostering a collaborative, results-oriented culture. Matrix manage a Senior Policy and Advocacy Manager to ensure alignment across HALO’s external relations objectives with all target governments. 
• Administrative support: Deputise for the Director of Strategy as required.
• Safeguarding: Lead on HALO’s donor reporting of Safeguarding incidents with discretion and sensitivity in support of the survivor-centred approach to case management. 

General:

• Uphold HALO’s core values and standards, promoting its ethos and mission statement.
• Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding

Requirements

• 10+ years of experience in institutional fundraising, partnership development, or resource mobilisation, preferably within the humanitarian sector (UN agencies, international NGOs, or Red Cross movement).

• Proven track record of securing funds from large institutional donors such as ECHO, BHA/USAID, FCDO, or similar government donors.
• Demonstrated ability to lead teams and build high-level relationships with government officials and corporate partners.
• Superior interpersonal and communications skills, particularly with high-level individuals in a multinational environment.
• Strong analytical skills, database proficiency, target setting and monitoring and proficiency in Excel 
• Strong diplomatic skills, sensitivity to political issues and interest in international affairs. 
• Thoroughness and attention to detail and ability to work independently. 
• Experience working in international environment and with people from different cultural background and cultural sensitivity. 
• Energetic, proactive and capable of positively working in a team. 
• Excellent people management skills, especially leading a diverse team.
• Fluency in written and verbal English. 
• Willingness and ability to travel internationally.

Desirable Requirements:

• Experience working in collaboration with the UK government with knowledge of its overseas humanitarian and development priorities and understanding FCDO’s internal structure. 
• Experience working in post-conflict or conflict affected contexts with the HMA and/or humanitarian and development sector.

Travel Requirements:

• Medium-level frequency of travel required to donor capitals, sector conferences and events, and occasional travel to programmes required.
