Job Description:

The Operational Risk Officer III provides a broad range of operational risk analysis, reporting and/or support to business partners. Acts as a specialist/expert in providing guidance/advice on a range of operational risk related matters within assigned area of specialization.

Department Overview:

TD Bank follows a Three Lines of Defense (LOD) Risk Framework: Risk Ownership (1LOD), Risk Oversight (2LOD), and Internal Audit (3LOD). The second line is independent of the business and provides policies, standards, and methodologies, with the authority to assess and challenge the first line to ensure adherence to those standards. The U.S. Operational Risk Management (ORM) Change Governance team is part of the 2LOD and responsible for establishing requirements, providing guidance, communicating governance requirements, and monitoring adherence to U.S. Change Governance and New Business and Product Approval (NBPA) Programs.  The team supports governance, reporting, regulatory compliance, and oversight activities across the U.S. organization.  The team interacts with business and risk stakeholders across the 1LOD and 2LOD to promote effective governance, regulatory compliance, risk transparency, and sustainable change implementation.

Depth & Scope:

  • May lead a small team or operate in a lead capacity managing risk activities such as KRI, CSI, RCSA and actions plan reporting on behalf of a key business or functional area

  • Supports businesses and processes that are generally diverse and large scale in nature and/or fairly complex in terms of Customer activities and transactions

  • Analyzes potential operational risks and ensures key risks are aggregated/escalated to appropriate areas

  • Contributes to the effective management of financial results and budgeting activities

  • Supports ongoing operational risk measurement activities by acquiring, analyzing, and reporting business operational or relevant loss data

  • Establishes and provides regular risk analysis and reporting on operational loss performance of the business

  • Supports business with analysis and reporting on operational risk issues and their impact which may include scenario analysis

  • Supports established enterprise-wide risk escalation, review, and approval processes, data management, policies, and risk assessment processes

  • Develops and maintains knowledge of existing and emerging risks across the business, and represents the business/function on TD Bank Risk Officer Committees or related working group/project teams

  • Possesses an understanding of the regulatory landscape and requirements, ensuring they are identified and articulated to business management as applicable

  • Supports TD Bank enterprise-wide operational risk strategies and/or corporate risk management requirements by guiding business partners through various operational or related risk management activates (e.g. Key Risk Indicators (KRI), Risk & Control Self Assessments (RSCA), etc)

  • Provides guidance, advice, and/or training and educational programs within own area of responsibility to improve business' understanding of related risk and emerging trends

  • Develops and fosters strong relationships with business unit management to improve communication of business-specific operational and/or related risk management issues

  • Participates in the review of scorecard results and/or capital allocation issues affecting overall risks and act as a key resource on risk issues for assigned businesses/specializations

  • Participates in regulatory reviews and/or completion of risk management surveys where applicable

  • Serves as subject matter expert (SME) role on risk matters for a key business area and provides guidance and/or advice to business management via risk related activities/processes

  • May be involved on risk related committees and/or related working groups as a SME and plays a lead role in research/analysis and/or integrating/implementing key risk management practices

  • Leads risk analysis and coordinates the collection, aggregation, and validation of potential losses/risk factors for assigned business area/unit

Additional Responsibilities:

  • Maintain U.S. Change Governance and NBPA Program policies, standards, methodologies, procedures, and supporting documents in compliance with regulatory requirements and internal requirements

  • Execute governance oversight activities to validate compliance with the U.S. Change Governance and NBPA Programs

  • Complete analysis of change data (e.g., risk assessments, reports, system extracts) to provide required reporting on Change and Delivery Risk

  • Document and distribute clear and concise meeting minutes within 24 hours of the meeting

  • Create executive ready presentations

  • Support committee secretary responsibilities (e.g., develop meeting agenda & materials, document meeting minutes, maintain mandate)

  • Execute required regulatory compliance management activities for the U.S. Change Governance and NBPA Programs

  • Communicate and work with stakeholders across 3LODs

  • Create and present training for U.S. Change Governance and NBPA Programs across various audience levels

  • Ensure supporting evidence is effectively documented and stored for all activities to maintain an effective audit trail

  • Provide timely and clear responses to stakeholders in alignment with U.S. Change Governance and NBPA Program requirements

  • Challenge stakeholders when supporting evidence doesn't clearly demonstrate compliance with the U.S. Change Governance and NBPA Programs  

  • Identify opportunities to streamline and automate processes (where appropriate), including with generative AI and agentic AI

  • Proactively identify and assess risks; escalate to management as needed; confirm findings and drive action plans to mitigate and manage risks

  • Monitor emerging issues, trends, and evolving regulatory requirements; assess impacts; and recommend actions to management

  • Manage deliverables and timelines and provide proactive status updates to management

Preferred Experience/Qualifications:

  • Ability to interpret guidelines, standards, policies, and analytical results to inform senior-level decision-making

  • Ability to work with large datasets and perform data analytics (e.g., trend analysis, anomaly detection, sampling)

  • Strong attention to detail, with the ability to identify root causes of issues and observations

  • Strong analytical and organizational skills, including the ability to manage multiple priorities and deadlines

  • Confidence and judgment to challenge the status quo and engage in constructive challenge when needed

  • Strong written and verbal communication skills; ability to build and maintain effective working relationships with cross-functional teams

  • Ability to locate, read, and understand regulatory guidance and how it applies

  • Hands-on experience and knowledge of leading industry practices pertaining to operational risk management, regulatory reporting requirements, and change and delivery risk management

  • Ability to lead a team and influence senior stakeholders across business and risk functions

  • 7+ years of experience in risk management, internal audit, controls testing, compliance, or a related field within financial services

  • Hands-on experience with Microsoft Copilot and other generative and agentic AI tools to automate and improve processes


Education & Experience:

  • Bachelors degree or progressive work experience in addition to experience below

  • 7 + Years of related experience

  • Proven project management skills and analytical ability, including tactical planning and process management

  • Demonstrated ability to effectively contribute to multidisciplinary working committees and to manage small/medium size projects

  • Demonstrated ability to develop and maintain strong business relationships including relationships with TDBFG

  • Ability to influence the decisions and actions of others without express authority

  • Ability to analyze information, identify trends, draw conclusions, present results and where appropriate provide recommendations on mitigating potential risks

  • Proven leadership experience, with strong background in TD Bank Operational risk management function(s)

  • Excellent written and verbal communication skills, including facilitation, presentation skills, public speaking ability, and positive public presence
