The Financial Services Manager is responsible for leading the financial operations supporting tolling programs, including toll authority funding, transaction reconciliation, customer billing support, accounts receivable activities, dispute resolution, financial reporting, settlement processing, audit support, and internal controls. The position serves as the primary liaison between Operations, Finance, Customer Service, Technology, and tolling agency partners to ensure the accurate collection, reconciliation, reporting, and settlement of toll-related revenues and expenses.
The Financial Services Manager oversees the financial integrity of toll transactions from initial processing through customer invoicing, toll authority payment, reconciliation, and financial reporting. This role is responsible for identifying financial risks, minimizing revenue leakage, improving operational controls, and supporting strategic decision-making through financial analysis and performance reporting.
The successful candidate will possess a strong background in financial operations, reconciliations, settlement management, and high-volume transaction environments, preferably within the tolling, transportation, mobility, fleet management, or payments industries.
This position regularly exercises independent judgment and decision-making authority regarding financial operations, reconciliations, exception management, and process improvements.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Financial Operations Management
- Lead daily project financial operations supporting toll transaction processing and billing activities.
- Manage toll authority account funding, payment scheduling, and account balance monitoring.
- Oversee accounts receivable activities, invoice validation, collections support, and payment application processes.
- Ensure timely and accurate processing of financial transactions associated with tolls, violations, fees, credits, adjustments, and customer payments.
- Develop financial procedures supporting operational scalability, accuracy, and compliance.
- Partner with Operations and Customer Service teams to resolve complex account and billing issues.
Reconciliation & Settlement Management
- Direct transaction-level and account-level reconciliation activities.
- Manage reconciliation of toll authority invoices, customer invoices, electronic payments, credit card transactions, and clearing account balances.
- Oversee interagency and interoperability settlement activities.
- Investigate and resolve discrepancies involving toll transactions, payments, refunds, chargebacks, and adjustments.
- Ensure financial transactions are accurately reflected in customer billing and accounting records.
- Monitor financial variances and implement corrective actions when needed.
Financial Analysis & Reporting
- Develop and maintain financial dashboards, KPIs, and operational performance reports.
- Analyze revenue trends, toll spending patterns, authority funding requirements, and account activity.
- Provide financial support for customer programs, contract management, and business reviews.
- Prepare weekly, monthly, quarterly, and annual financial reports.
- Support budgeting, forecasting, and financial planning activities.
- Present operational and financial performance results to leadership.
Revenue Protection & Risk Management
- Identify risks related to revenue leakage, billing accuracy, payment processing, and toll authority compliance.
- Monitor operational controls to safeguard company and customer funds.
- Establish and maintain financial controls supporting audit readiness.
- Investigate unusual transaction activity, exceptions, and financial anomalies.
- Support fraud prevention efforts and payment dispute management.
- Maintain compliance with company policies and financial regulations.
Toll Authority & Partner Coordination
- Serve as the primary financial contact for toll authorities and interoperability partners.
- Coordinate resolution of reconciliation discrepancies, settlements, billing disputes, and account funding issues.
- Ensure compliance with toll authority financial requirements and payment schedules.
- Support implementation of new toll authority integrations and financial processes.
- Maintain positive working relationships with agency partners and vendors.
Audit & Compliance Support
- Prepare documentation supporting internal and external audits.
- Maintain financial records in accordance with established retention requirements.
- Support SOX, contract compliance, and regulatory review activities as required.
- Develop and document standard operating procedures for all financial operations activities.
- Ensure adherence to GAAP and company financial policies.
Leadership & Team Development
- Lead, coach, and develop Financial Services Analysts, Reconciliation Specialists, and related staff.
- Establish performance objectives and productivity standards.
- Conduct employee performance reviews and development planning.
- Monitor workload distribution and staffing requirements.
- Foster a culture of accountability, accuracy, continuous improvement, and customer service.
- Support recruiting, onboarding, and training efforts.

REQUIRED:
- Bachelor's Degree in Finance, Accounting, Business Administration, Economics, or related field.
- 7+ years of progressively responsible experience in finance, accounting, financial operations, reconciliation, revenue management, or settlement operations.
- Experience managing high-volume transaction environments.
- Experience with financial reporting, reconciliations, and operational controls.
- Experience working with cross-functional operational teams.
- Strong understanding of GAAP and financial controls.
- Advanced reconciliation and financial analysis skills.
- Strong Excel and financial reporting capabilities.
- Experience with ERP, billing, and transaction management systems.
- Ability to analyze large data sets and identify trends and anomalies.
- Exceptional problem-solving and decision-making skills.

PHYSICAL DEMANDS: The employee must be able to work in a standard office or remote office environment utilizing standard business equipment and computer systems. Occasional travel may be required to customer facilities, toll authorities, operational centers, or company offices.
WORK ENVIRONMENT: Good work environment. Work is performed indoors, typically in an air-conditioned building. Moderate noise level due to light traffic, computers, printers, fax/copy machines.
