Brief Job Description:

The Financial Examiner III position serves an integral function within the Provider Finance Department (PFD) by performing moderately complex  (journey-level) financial examinations of cost reports.  Financial examiner III positions may also review financial compliance reports.

 

The examinations are conducted to ensure the accuracy and reasonableness of cost and statistical data that is utilized to support established reimbursement rate methodologies, cost determination, and payment adequacy evaluations for certain Medicaid and non-Medicaid services.  Financial examinations are performed in accordance with the Texas Administrative Code, program specific cost report instructions, generally accepted accounting principles (GAAP), and state and federal regulations.

 

A financial examination includes reviewing certain Medicaid and non-Medicaid contracted providers’ submitted reports and supporting documentation, which may include the contracted providers’ trial balance, general ledger, allocation worksheets, payroll data, and other documentation. The Financial Examiner may contact the contracted provider to request clarification and additional information/supporting documentation, as applicable. The examination process involves the following activities: planning, scheduling, coordinating, conducting, and reporting results of the examination. Work is performed with general supervision, with moderate latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

EJF: Performs financial examinations of financial compliance and cost reports submitted by contracted providers, to include financial data, statistical data, and supporting documentation. Financial examinations are completed in accordance with department policies and procedures and within assigned timeframes. (55%)

 

EJF: Manages workload by planning and organizing to ensure that the required number of financial examinations are completed within PFD established deadlines. (25%)

 

EJF: Communicates with contracted providers, financial contacts, and/or cost report preparers to request clarifying information or supporting documentation related to reported financial and statistical data. Communicate with agency staff or others on the examination process. Prepares and issues reports, correspondence, and deliverables in a timely and accurate manner in accordance with required professional standards. (15%)

 

EJF: Completes additional or special projects as assigned by the Manager or Director. (5%)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Generally Accepted Accounting Principles.

 

Texas Administrative Code and applicable rules and regulations.

 

Office management practices, administrative procedures, accounting methods, and accounting systems.

 

HHSC programs, services, and procedures.

 

Skill in:

 

Critical thinking, gathering, analyzing, and making accurate decisions about information.

 

Numerical, verbal, and written communication, and research.

 

MS Office applications; intermediate to moderate skill level with Microsoft Excel.

 

Ability to:

Conduct financial examinations of financial compliance and cost reports, set priorities, plan, organize, and coordinate work activities.

 

Maintain effective working relationships with others (teamwork).

 

Analyze financial records and other reports to support the financial examination process.

 

Interpret and/or implement policies and procedures.

 

Manage multiple projects effectively and to produce quality work to meet deadlines.

 

Concentrate for extended time periods on detailed documents or projects.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field is preferred. Relevant financial examination, accounting, or audit experience may be substituted for education on a year-to-year basis.

 

Minimum of 3 years of experience in financial examinations, financial operations, financial analysis, data analysis, budgeting, accounting, bookkeeping, auditing, Medicaid reimbursement, or cost reporting experience.
