Join Leidos QTC Health Services as a Federal Health Program Manager on our Employee Health & Readiness team, where you’ll play a key role in driving mission‑critical programs that support federal health initiatives.
In this role, you will oversee programs from kickoff through completion, ensuring they meet cost, schedule, and technical performance goals. You’ll lead the development of proposals, business plans, and work statements, and guide the creation of budgets and contract terms.
As the primary point of contact for our customers, you’ll manage ongoing communications, facilitate program reviews, and help shape program strategies through contract negotiations and change management. Primary Responsibilities:
- Federal government contract program management for program(s) operating across the nation with multiple service delivery models. Primary point of contact to the government.
- Responsible and accountable for overall contract performance and financials.
- Provides leadership through daily communication with various internal departments to coordinate services including during start-up period. Collaborates closely with Provider Relations, Information Technology, Facilities, HR and subcontractors to ensure contractually compliant services.
- Manages the workload through the various operational team leaders to ensure the achievement of organizational goals and objectives including quality, timeliness, customer service and cost metrics.
- Maintains effective working relationships with all customers, gaining feedback and working closely with the operations leadership to modify processes to ensure performance objectives are met.
- Drives continuous process improvement to enhance performance. Works closely with operations and leaders to continually improve processes and procedures in support of program.
- Seeks methods of improving/automating process and finds ways to increase profitability.
- Works closely with and mentors operational leadership to ensure contractual compliance is met. Ensures implementation of a project plan with defined timelines and deliverables including documentation of action items.
- Build and maintain customer relationships through effective communication.
- Proven team builder with high retention and high successful program execution with sustained growth and high customer satisfaction.
- Collaborate with business development, capture, line leadership and other functions to develop winning solutions for growth, including recompete activities.
- Manages contract action items from internal operations and customer/client
- Provides and reviews responses or updates as needed.
- Implements corrective action plans and oversees execution with internal department leads as necessary.
- Responds to client concerns in a timely manner; escalating as appropriate.
- Ensures timely recommendations and resolutions to ensure high level of customer satisfaction.
- Perform other duties and responsibilities as assigned.
Required Qualifications:
- Master’s Degree or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree in business, health care administration or related field or equivalent education.
- Eight (8) years of experience leading multiple teams/departments:
- Minimum three (3) years federal government contract management experience.
- Minimum five (5) years of experience in project management, including such areas as budget reconciliation, data management, billing, accounting and customer service.
- Familiarity with clinical workflows, including patient intake, examinations, documentation, orders, results, and follow-ups.
- Understanding of clinical terminology such as SOAP notes, ICD-10, CPT, referrals, vitals, and laboratory results.
- Awareness of clinical constraints, including patient safety considerations, time pressures, and regulatory obligations including one or all of the following:
- Experience in healthcare IT, health services, or occupational health programs.
- Experience supporting or contributing to clinical operations modernization initiatives.
- Experience working alongside physicians, nurses, nurse practitioners, physician assistants, and medical assistants.
- Experience partnering with or supporting clinical operations leaders, physicians, nurses, NP's, PA's, Pas, & MA's.
- Experience in clinical operations, healthcare consulting, or within health systems or managed care organizations is strongly preferred.
- Must be able to pass a federal background check and/or obtain and maintain additional clearances as specified by the contract (e.g., NACI, PIV, SMS, TMS).
- Proficient in Microsoft applications, specifically Word, Excel and web-based applications.
Preferred Qualifications:
- Experience with Healthcare or managing Federal Healthcare Programs highly preferred.
- Program Management experience, PMI certification preferred.
- Managed budget for a Firm Fixed Price (FFP) contract valued at $25M+ highly preferred.
- Demonstrated program management experience using managerial, technical and/or business knowledge. Experience in directing and managing internal/external resources, communications and all functional program activities to meet contract cost, schedule and performance objectives.

- Remote United States (Preferred location is Washington D.C. or within 50 miles of D.C.).
- Must be willing to travel up to 25%.
