Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an E-Learning Technical Specialist to support KMS and our government customer. The position is remote. This position requires the candidate to be able to obtain a Public Trust.

The E-Learning Technical Specialist is responsible for leading the technical configuration, course building, and troubleshooting of learning management systems. This role is essential for supporting federal grants management services, ensuring data integrity, and providing seamless technical operations for the Office of Head Start. Additionally, the Specialist provides critical technical support during competitive grant panel reviews, facilitating smooth operations and accurate data management within the Application Review Module (ARM). The key responsibilities are detailed below.

 

Primary Functions & Responsibilities:

Learning Management Systems & Course Building:

  • Convert approved master scripts into production-ready Moodle courses, including all on-screen content, voiceover audio integration, synchronized captions, and downloadable transcripts.
  • Configure Moodle quiz engines with randomized question banks (draw-from-pool), mastery-model retake logic (unlimited attempts, per-option corrective feedback), and score-based completion triggers.
  • Implement activity-completion workflows: view tracking per slide/page, interaction gates (download gates, attestation checkboxes), written-assignment submission gates, assessment-pass gates, and soft minimum seat-time gates that trigger certificate and CLP release
  • Manage the technical construction and deployment of Moodle courses, ensuring proper cataloging, badging, and system workflows.
  • Conduct quality assurance testing on learning modules, assessments, certificates, user permissions, and system workflows to guarantee a streamlined and seamless learning experience and successful course implementation.
  • Ensure all digital content and training modules meet Section 508 compliance and accessibility standards.

Technical Operations & Platform Support:

  • Troubleshoot technical issues, resolve user access problems rapidly, and provide ongoing platform support.
  • Monitor system performance, perform data analytics, and implement system integrations to maintain streamlined data flow across platforms.
  • Provide advanced programming, automation, and technical solutions to support project management and quality control reviews.
  • Develop and maintain technical documentation, operating procedures, and technical user guides for the Moodle platform.
  • Generate and analyze reports on system usage, training completion rates, and platform engagement to support decision-making.
  • Collaborate with cross-functional teams to identify system improvements and automate operational workflows.

Grant Review Support:

  • Provide technical support during live grant review operations, including ARM configuration, user access, troubleshooting, and coordination with program staff to ensure uninterrupted panel review activities.
  • Maintain accurate electronic records of competitive grant applications and panel summary records.
  • Support virtual training sessions by managing the backend technical aspects of online meetings and webinars.
  • Align system architecture and templates to meet specific Office of Head Start competition and evaluation needs.

Position Requirements:

  • Education: Bachelor’s degree in information technology, Computer Science, or a related field (or an equivalent combination of education and experience):
  • Four or more years supporting enterprise learning management systems, federal grants management, or comparable government technical operations.
  • Minimum of two years of experience specifically in technical learning management system administration supporting federal government programs.

 

Required Skills and Competencies:

  • Deep, hands-on expertise specifically in Moodle platform administration, architecture, and course building.
  • Strong technical troubleshooting abilities with a proven track record of resolving platform and user issues.
  • Solid organizational skills with the capacity to manage large volumes of electronic files accurately in a fast-paced environment.
  • Excellent written and verbal communication skills with the ability to translate technical concepts for non-technical stakeholders.
  • Active Public Trust security clearance or ability to obtain and maintain one.

 

Good to Have:

  • Experience working with electronic federal grants systems, such as GrantSolutions and the Application Review Module (ARM).
  • Experience working with Head Start, early childhood education, or other educational programs.
  • Familiarity with e-learning standards (SCORM, xAPI), adult learning theories, and instructional design principles.
