Job Summary:

The Law Enforcement Liaison and Strategic Project Lead is responsible for planning, directing, and overseeing large‑scale projects across assigned contracts, ensuring all efforts align with organizational priorities and the mission needs of the Veterans Affairs (VA) space. This role conducts comprehensive project planning, establishes timelines, allocates resources, monitors budgets, and ensures delivery of high‑quality results within prescribed funding and scheduling parameters. The position also prepares detailed reports, executive briefings, and operational updates to keep leadership and stakeholders informed of progress, risks, and opportunities.

In addition, this role serves as the primary point of coordination between the organization, law enforcement agencies, and VA stakeholders, fostering strong working relationships and facilitating effective communication and information sharing. The liaison supports interagency initiatives, coordinates meetings and task force engagements, and addresses questions and concerns from contractors, law enforcement partners, and VA representatives. They provide subject‑matter expertise on law enforcement protocols, VA systems, public safety risks, and emerging threats, ensuring all activities comply with applicable laws, regulations, and confidentiality requirements. Through proactive engagement and strategic oversight, the role strengthens collaboration, enhances operational efficiency, and drives successful outcomes for both law enforcement and veteran‑focused initiatives.

Essential Functions:

  • Develops collaborative relationships with external customers including maintaining positive communication and transparency.
  • Acts independently to ensure contractual and operational requirements are met, aimed to consistently achieve project excellence.
  • Conducts advanced evaluations to provide strategic recommendations and advises senior management of project status, contractual compliance, potential risk, and operational efficiencies. 
  • Drives project success through effective leadership, guiding and directing project teams by formulating work plans, assigning duties, and coordinating activities to ensure progress on schedule and within budget.
  • Develops innovative methods for project processes and deliverables, applying advanced knowledge to adapt to changing needs.
  • Facilitates communication and collaboration by conducting advanced meetings, focus groups, and participating in committees (internal and external). 
  • Maintains operational efficiency, ensuring contract compliance and timely deliverables by inspecting and installing best-of-class systems.
  • Evaluates and modifies schedules or plans based on status reports, mastering project reporting by preparing and submitting written reports, articles, and proposals. 
  • Develops and conducts training programs and resources for internal and external customers including content specific to job functions, the specific project, and other topics as requested or deemed necessary.
  • Audits and modifies complex processes to enhance service delivery by planning major customer service functions related to state agencies, agencies receiving services, and stakeholders.
  • Manages team performance through regular, timely feedback as well as the formal performance review process to ensure delivery of exceptional services and engagement, motivation, and team development.
  • Serve as the primary point of contact between the organization and local, state, and federal law enforcement partners, and external stakeholders. 
  • Build and maintain effective working relationships with law enforcement agencies to support collaborative initiatives and operational cooperation. 
  • Facilitate information sharing, intelligence exchange, and coordination on cases, incidents, and emerging schemes. 
  • Assist agencies with interpretation of organizational and CMS policies, programs, capabilities, and resources. 
  • Coordinate Qlarant operations, meetings, briefings, and training events to enhance interagency effectiveness. 
  • Provide subject-matter expertise on CMS issues, healthcare fraud trends, and best practices in law enforcement engagement.

Level of Supervision Received:
Functions independently within broad scope of established departmental policies/practices; generally refers specific problems to manager only where clarification of departmental operating policies/procedures may be required.

Education (can be substituted for experience):
Minimum Bachelors Degree (Preference to other designation and education)

Work Experience (can be substituted for education):
15+ years of experience required

Veterans Affair experience preferred 

Certification(s):
Active and current Project Management Professional (PMP), Certified Professional in Healthcare Quality (CPHQ), Certified Professional in Healthcare Management (CPHM), Certified Case Manager (CCM), Registered Nurse (RN), and/or Certified Fraud Examiner (CFE) preferred
