Position Summary 

The Deputy Project Manager provides full-time operational leadership and continuity across the 2B1 portfolio. This individual translates Project Manager direction into coordinated daily execution, supervises task leads, maintains the integrated schedule and management controls, and acts for the Project Manager when delegated. The Deputy ensures that concurrent analysis, pilot, TTA, logistics, data, product, and reporting activities move as one program. 

Core Responsibilities 

  • Manage daily PMO operations and maintain the integrated master schedule, milestone dashboard, action log, decision log, risk and issue register, deliverable calendar, and staffing forecast. 
  • Coordinate task leads and monitor dependencies among contract administration, marriage-penalty analysis, pilot strategy and implementation, TTA, product development, communications, and performance measurement. 
  • Protect the 45-calendar-day analysis and pilot-strategy deadlines through detailed workback schedules, progress reviews, decision escalation, and surge recommendations. 
  • Lead preparation of meeting materials, monthly status reports, annual reporting inputs, quarterly performance reports, QASP updates, and management briefings. 
  • Supervise Project Support, Logistics, and monitoring workflows and ensure work products follow approved templates, version control, quality gates, and COR review processes. 
  • Coordinate staffing, consultant assignments, travel, events, pilot-site support, and product-production capacity in response to changing priorities. 
  • Facilitate internal delivery reviews, document corrective actions, and verify closure of assigned issues and prior Government comments. 
  • Serve as acting Project Manager when formally delegated and maintain seamless continuity during absences, peak workload, or urgent client needs. 

Required Qualifications 

  • Master's degree, preferably in the social sciences, and at least seven years of relevant field experience in project management, organizational development, strategic planning, means-tested programs, TANF or cash assistanceresearch and evaluation, TTA and training, or related fields. 
  • In lieu of a graduate degree, a bachelor's degree and ten additional years of practical and relevant field experience beyond the seven-year field-experience minimum. 
  • Demonstrated experience coordinating multiple workstreams, supervising task leads, maintaining complex schedules, and producing accurate federal reports and deliverables. 
  • Excellent written and oral communication, problem solving, quality control, delegation, flexibility, monitoring, and task-completion discipline. 
  • Ability to operate as a trusted second-in-command while preserving clear accountability to the Project Manager and COR. 

Preferred Qualifications 

  • Experience with OFA, TANF, Tribal TANF, HMRF, or another federally funded human-services TTA program. 
  • PMP, Agile, or comparable project-management credential. 
  • Experience with rapid-cycle learning, pilot operations, product development, or federal meeting and reporting requirements.
