Niyam IT is seeking a Data Analyst to support a Radar Site and Spectrum Relocation Analysis Support program for a federal client that operates a nationwide network of weather radar (NEXRAD) facilities. This effort supports a broader federal initiative to repurpose spectrum for commercial licensed use, while ensuring the client agency retains its mission-critical weather forecasting capabilities. The Data Analyst will build and maintain the incumbent and spectrum databases that anchor the program's baseline analysis, structuring and quality-checking data used to classify site interference risk and support stay-versus-relocate decisions. This position is fully remote, with minimal, occasional travel as noted below. This position is associated with a proposal submission and is contingent upon contract award. Candidates selected through this process may be considered for employment should the contract be awarded to our organization.

ROLES AND RESPONSIBILITIES

• Build and maintain the incumbent and spectrum database that underpins the program's database-first architecture, ensuring overlapping study areas are analyzed once and extended across the full NEXRAD network without rework.
• Ingest, normalize, and quality-control data from the Government-furnished spectrum dataset, FCC ULS, FAA facility/obstruction data, USGS 3DEP terrain, and commercial spectrum-intelligence sources.
  •    Support terrain-informed propagation and interference analysis by structuring emitter, frequency, power, and antenna parameter data for engineering use.
  •    Maintain the Clear / Watch / Flagged site risk classification data and document classification thresholds and methodology for Government concurrence.
  •    Prepare batched, priority-tiered datasets (Urgent first) that feed the NEXRAD Site and Spectrum Baseline Report and drive physical site survey sequencing.
  •    Develop reusable queries, validation checks, and automated data exports to support recurring reports, dashboards, and measurement result integration.
  •    Reconcile measured frequency occupancy and interference results against predicted baseline values, flagging discrepancies for the spectrum engineering team.
  •    Ensure all spectrum and site data is handled and documented in accordance with Controlled Unclassified Information (CUI) requirements, including source, date, method, and accuracy tracking.
  

REQUIRED QUALIFICATIONS

• US Citizenship. 
• Bachelor's degree in Data Science, Statistics, Computer Science, Engineering, Information Systems, or a related field (equivalent experience considered in lieu of degree).
• 3+ years of data analysis experience, including data cleaning, integration, validation, and reporting across multiple sources.
• Proficiency with SQL and relational databases, plus a data analysis toolset such as Python (pandas) or R.
• Experience designing and maintaining structured datasets and documenting data lineage, quality, and metadata.
• Strong analytical and problem-solving skills with demonstrated attention to data accuracy and reproducibility.
• Working knowledge of Controlled Unclassified Information (CUI) handling requirements.
  
• Ability to travel occasionally (minimal) to support program activities as needed. 

PREFERRED SKILLS

• Experience working with spectrum, RF, telecommunications, or radar-related datasets.
• Familiarity with geospatial data and spatial databases (e.g., PostGIS) or GIS platforms (e.g., Open-Source and Esri).
• Experience with data visualization and dashboard tools (e.g., Esri dashboards, Power BI, or comparable).
• Familiarity with open RF data standards (e.g., SigMF) or large machine-readable technical datasets.
• Prior experience supporting a federal agency with mission-critical infrastructure, spectrum, or scientific data programs.
