JOB TITLE: SCOPE Business Intelligence Service Manager

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP’s Technology Division (TEC) is the digital business engine of our organization, providing WFP with multi-pronged and resilient technical capabilities to support the flexibility and rapid response required in humanitarian operations. TEC continues to increase activities to meet the growing demand for digital products and services as WFP matures in the adoption of digital transformation.

WFP has launched its digital transformation program with a strong focus on utilizing data for better informed decision-making. SCOPE is our premier produce for Beneficiary Management. A full-fledged Business Intelligence (BI) solution for WFP Country Offices has been developed comprising of a HANA Data Warehouse, HANA views and Tableau dashboards.

Under the supervision of the Business Intelligence Product Lead, in the Global Data Office (a branch within the TEC Division), the SCOPE BI Service Manager will be accountable and responsible for maintaining the existing business intelligence infrastructure and reports. In addition, the incumbent will also prioritize and manage the implementation of new requests for features and/or enhancements of the SCOPE BI solution.

Accountabilities/Responsibilities:

Maintenance of SCOPE Business Intelligence solution:

•Pipeline Health: Monitor, re-factor (as necessary) and ensure data health for the pipelinesconnecting SCOPE Replica DB to SAP HANA and SAP HANA to Tableau.

•SCOPE HANA: Monitor SCOPE HANA instances and ensure the SCOPE HANA services areoptimized and available for end-users.

•SCOPE Insights Products – HANA views and Tableau Dashboards: Monitor and ensure theHANA views and Tableau dashboard are optimized and available for end-users.

•De-duplication and data quality – Monitor and ensure the services are optimized and available for end-users.

•Develop SCOPE BI metrics for measuring value generated.

Manage Implementing vendors (LTA Vendors)

•Facilitate weekly meetings with vendors to discuss tactical operational activities and issues.

•Implement SCRUM methodology to prioritize, plan, implement and review backlog items andachievements in Azure DevOps environment. Plan sprints, stand-up meetings, sprint reviewsand retrospectives for the maintenance backlog.

•Review estimates by Vendor team for more complex change request

• Provide prioritization, guidance, and support for Vendor team.

User Support:

• Implement a ticketing process including developing a priority matrix (e.g. impact, urgency, and

priority) for responding to user requests.

• Respond in a timely fashion to requests received by SCOPE Service Desk or end-users (if endusers

contact directly, ensure this is transformed into a ticket via SCOPE Service Desk).

• Triage and perform initial analysis on tickets. Escalate tickets requesting new analytics to CBT

team.

• Ensure Bugs/Errors, and minor Change Requests (5 days or less of effort) are analyzed and

implemented.

• Work with the SCOPE SAP Data Analyst to implement prioritized tickets.

• For more complex Change Requests, liaise with CBT team for analysis and prioritization.

Ensure budget estimate is created and approved following TEC processes before sending to

requesting unit. Schedule work for vendor team.

• Close ticket with SCOPE Service Desk

• Ensure metrics for User Support service are collected monthly and facilitate periodic review

of processes and achievements.

Optimization of SCOPE BI Environment:

• Work with Data Architects, TEC analysts, CBT Team, and SCOPE team to identify areas with

the data model and logic which could be optimized and simplified. Provide recommendations

on tactical implementation activities.

• Contributions towards developing a plan with CBT, TECA and SCOPE Team for the next

generation SCOPE BI architecture design.

• Where new projects, CRs or enhancements will not be assigned to a vendor but will be selfimplemented

by the Service Manager, ensure proper use of DevOps to track progress of

activities and deliverables.

• Implement new projects, CRs or enhancements upon approval by CBT and TEC (following

standard TEC processes where necessary).

Community Development:

• Support Country Office and Regional Bureau self-service approach by organizing training for

data analysts, training materials, user guidelines, lessons learnt and standard operating

procedures.

• Provide technical assistance in the form of doctor’s hours and/or using a community

approach.


DELIVERABLES AT THE END OF THE CONTRACT:

1. Weekly updates on SCOPE BI activities (six lines) and monthly reporting.

2. Availability of SCOPE BI products (99%- or 3.65-days downtime per year) and development

of efficiency and effectiveness indicators for SCOPE BI.

3. Implementation of ticketing process including for Approved Fixes/Workarounds/Change

Requests/Enhancements/New Products are delivered within agreed upon parameters with

requesting units utilising standard TEC processes.

4. Priority Matrix – developed, documented, communicated to team members, and monitored.

5. Timely implementation and closure of SCOPE BI tickets

6. Manage implementing vendors: Budget Estimates, Purchase Orders, quarterly vendor

reviews.

7. Training delivered for CO/RB data analysts, SAP Data Analyst and documentation produced

(e.g., training materials, user guidelines, lessons learnt and standard operating procedures).

8. Product roadmap discussion with CBT to prioritize SCOPE BI activities.

9. Perform other duties as required.


QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in computer engineering or computer science, data science,

engineering, statistics, or other relevant disciplines.

Experience: • At least 6 years’ experience in design and development of information

management and analytics solutions, with at least 3 years in supporting and

developing cash-based transfer solutions.

Knowledge

& Skills:

• Design and management of SAP HANA universes and views plus extensive

front-end analytics tools experience (SAP BI, Tableau, etc.).

• Utilizing various data extraction, data aggregation, and business intelligence

tools, along with a broad understanding of multiple disciplines, to optimize

the SCOPE BI SAP HANA data environment which can then be utilized for

advanced analytics and reporting for SCOPE data.

• Demonstrable experience in working with multi-disciplinary teams. Plans work

for self and others to deliver within agreed scope, activities, and deadlines.

• Ability to facilitate and lead design workshops and drive interaction with

Business and TEC stakeholders.

• Excellent verbal, written, and interpersonal communication.

• Critical thinking with excellent problem-solving skills to drive innovative

solutions.

Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s

working language, Portuguese.
