The Compliance Specialist serves as the subject matter expert for the affordable housing portfolio, ensuring regulatory compliance across various programs. They are responsible for auditing tenant files, managing agency inspections, and providing guidance to site teams on complex housing regulations.

ResProp Management helps people find apartment homes and builds communities. We are a multi-family property management company that serves people, community residents and owners. We got our start in 2010, have grown to over 21,000 units and we are continuing to grow daily. We owe our success to our focus on servant leadership, and our commitment to hiring top talent from the most innovative companies from both inside and outside the multifamily industry.

We are seeking a highly skilled, tech-forward Compliance Specialist to join our team in a fully remote role (with ~1 site visit per month). The Compliance Specialist serves as the Subject Matter Expert (SME) and operational partner for our affordable housing portfolio, ensuring full regulatory compliance across complex, layered affordable programs.
In this role, you will act as a trusted partner to site Property Managers, Regional Mangers, and regulatory agencies. You will balance property leasing velocity with uncompromising quality control (QC), audit readiness, and regulatory integrity. The ideal candidate is self-motivated, technically sharp in reading LURAs and auditing PMS backend configurations, customer-focused, and comfortable navigating complex compliance rules (e.g., NAUR / 140% Rule, Public Housing regulations) with patience and confidence.

What You'll Do

Program Compliance & Operations Partnership:
Partner closely with Property Managers and Regional Directors to maintain full occupancy and a continuous pipeline of eligible applicants across layered affordable programs, including:
    • Low-Income Housing Tax Credit (LIHTC)
    • Public Housing (HUD Public Housing)
    • Rental Assistance Demonstration (RAD) & Project-Based Vouchers (PBVs)
    • Permanent Supportive Housing (PSH) & Section 811
    • Bond Programs (Private Activity, Tax-Exempt, Public Facility Corporations)
    • Workforce Housing (SHIP, SAIL, Live Local, HFC)
    • Mixed-Income Housing & Local Income-Based Restrictions
LURA & Software Backend Governance:
  • Read, interpret, and operationalize Land Use Restriction Agreements (LURAs) and regulatory agreements across the portfolio, translating complex legal set-asides into clear operational rules for site teams.
  • Audit and verify Property Management Software (PMS) backend compliance settings (Yardi, RealPage, Entrata, etc.) to ensure system utility allowances, income/rent limits, set-aside percentages, and program rules strictly match legal LURAs and HUD guidelines.
File Audits, QC & Regulatory Mastery:
  • Perform pre-approval reviews of tenant certification files (move-ins, annual certifications, and unit transfers) for 100% accuracy, eligibility, and audit defensiveness.
  • Apply and guide site teams through complex regulatory mechanics, such as the Next Available Unit Rule (NAUR / 140% Rule), Public Housing flat/income-based rent rules, student rules, self-employment verifications, and income-averaging rules.
  • Manage EIV compliance, compliance checks, and regular reporting for applicable properties.
  • Manage backup documentation for rent and income limit updates, partnering with the Compliance Analyst for timely portfolio rollouts.
  • Process annual Utility Allowance (UA) update workflows (OCAFs, ECMs, HUSM) and agency submissions.
Audit Lifecycle & Agency Relations:
  • Project manage the complete audit and inspection lifecycle (state agencies, Public Housing Authorities, syndicators, HUD, local HFAs). Act as the central gatekeeper for file cures, ensuring all findings are resolved and submitted ahead of agency deadlines.
  • Monitor property operations for strict adherence to Fair Housing laws, HUD Public Housing guidelines, HUD 4350.3 standards, and state housing finance agency rules.
Coaching, Customer Service & Continuous Improvement:
  • Provide ongoing training, coaching, and clear guidance to site staff on eligibility documentation, income verification techniques, and Public Housing program requirements.
  • Serve as a supportive, customer-focused partner to property management staff—de-escalating friction and building strong remote relationships while holding firm compliance boundaries.

What You Bring

  • Experience: 5+ years of dedicated affordable housing compliance experience, with at least 2+ years focused on certification eligibility reviews and file audits for large properties (200+ units).
  • Regulatory Expertise: Deep, hands-on knowledge of LIHTC, HUD programs (Public Housing, Section 8, RAD), Bond, and Workforce Housing regulations, including experience managing complex, layered funding properties.
  • LURA & PMS Fluency: Demonstrated ability to read original LURAs/regulatory agreements and audit/configure backend compliance settings in property management software (ResMan, Yardi, RealPage, Entrata, etc.).
  • Technical Mastery: Firm grasp of complex regulations, including the Next Available Unit Rule (NAUR), Public Housing occupancy rules, income limits, utility allowance structures, and EIV requirements.
  • Tech-Forward & Resourceful: Comfortable leveraging modern tech tools (Google Workspace, Adobe Acrobat Pro, PMS software, digital workflow tools) to streamline file reviews and eliminate manual delays. Comfortable creating resources and how-to guides to support your portfolio and our operational partners in the absence of already developed tools.
  • Remote Drive & Resilience: Self-managed and internally driven to organize high file volumes, prioritize competing audit deadlines, and stay on task without step-by-step supervision. High level of competence and comfortability navigating CRMs like Zoho Desk, Zendesk of Salesforce to manage ticket queue and file review life-cycles.
  • Customer Focus & Soft Skills: Outstanding written and verbal communication skills; ability to build trusting, collaborative relationships with site teams while confidently enforcing compliance standards.
  • Travel: Willingness and ability to travel as needed for property visits, audits, new property on-boardings and team building events (~1 visit per month).

Benefits:
Our compensation & benefits package is designed to reward long-term career growth. Your total compensation can and should grow as you progress with the company. We evaluate performance and provide direct feedback to all teammates throughout the year, and ensure that compensation matches the role and performance. In addition, we offer the following:

  • Medical, Dental, & Vision Benefits
  • 401(k) retirement plan
  • Competitive Paid Time Off
  • Discounted rent at any properties owned by ResProp Management

  • We operate in the following states: Alabama, Arizona, Florida, Georgia, Indiana, Iowa, Nebraska, North Carolina, South Carolina, Tennessee, and Texas. At this time, we will only hire people who live in or will relocate to those states.
