Overview:

The Compliance Specialist supports compliance with certified payroll requirements, prevailing wage laws, and Inflation Reduction Act (IRA) prevailing wage and apprenticeship (PWA) regulations. This role reviews payroll and labor compliance records, identifies discrepancies, monitors apprenticeship requirements, maintains documentation, and supports corrective actions. The Compliance Specialist serves as a subject matter resource on prevailing wage and apprenticeship compliance and works closely with internal TrueBlue functional teams to ensure regulatory requirements are met.

Job Duties and Responsibilities

Certified Payroll & Prevailing Wage Compliance - Apprenticeships

  • Review certified payroll reports for accuracy and compliance with federal, state, and local prevailing wage requirements.
  • Verify worker classifications, wage rates, and fringe benefit calculations.
  • Support prevailing wage conformance requests and wage determination tracking.
  • Maintain current knowledge of applicable wage determinations and regulatory updates. 
  • IRA Prevailing Wage & Apprenticeship Compliance
  • Track compliance with IRA apprenticeship labor hour, ratio, and participation requirements.
  • Monitor apprentice utilization and maintain supporting documentation.
  • Assist with apprenticeship reporting, recordkeeping, and compliance audits.
  • Maintain records necessary to support tax credit and deduction requirements.
  • Partner with project, tax, workforce, and operations teams to support compliance efforts. 

Audits & Issue Resolution

  • Conduct routine reviews of payroll records, certified payroll reports, and supporting documentation.
  • Identify potential compliance concerns, including worker misclassification and wage discrepancies.
  • Research and document findings and recommend corrective actions.
  • Prepare reports and supporting documentation for internal stakeholder

Corrective Actions

  • Support remediation of prevailing wage and apprenticeship compliance issues.
  • Calculate potential back wages, restitution amounts, or other required corrections.
  • Track corrective actions through resolution.
  • Assist with responses to regulatory audits, inquiries, and investigations. 

General Compliance Support

  • Maintain compliance procedures, checklists, and documentation standards.
  • Collaborate with payroll, HR, project management, legal, and finance teams.
  • Escalate significant compliance risks to management.

Education and Experience

  • Bachelor's degree in Accounting, Business Administration, Construction Management, Human Resources, or a related field, or equivalent experience.
  • 2+ years of experience in certified payroll, prevailing wage compliance, labor compliance, or related auditing functions.

Core Knowledge and Skills

  • Knowledge of Davis-Bacon requirements, worker classifications, and prevailing wage regulations.
  • Familiarity with IRA prevailing wage and apprenticeship requirements.
  • Experience reviewing payroll data and identifying compliance issues.
  • Strong analytical, organizational, and communication skills.
  • Proficiency with payroll systems, certified payroll software, and Microsoft Excel.

Work Environment 

  • Position works from remote/home location
  • Willingness to travel to client sites up to 25% of time

Salary Range: $64,700 - $80,000 annually, depending on experience and geographic location.

Please note that actual compensation offered may vary based on local pay requirements, and will meet or exceed state-specific minimum wage or salary thresholds.
