BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics and Telecommunications Cluster (LTC) is a core pillar of the humanitarian system, bringing together logistics and emergency telecommunications under a single, integrated coordination structure. Established in 2025 through the merger of the Logistics Cluster and the Emergency Telecommunications Cluster, it strengthens the collective ability of humanitarian actors to deliver timely and effective responses.
Led by the World Food Programme (WFP) as Cluster Lead Agency under the Inter-Agency Standing Committee (IASC) mandate, the LTC operates as a neutral, partner centred platform within WFP’s Supply Chain Division, coordinating and complementing the capacities of humanitarian organisations during crises.
The LTC serves as the operational backbone of humanitarian response, enabling partners to move, communicate, coordinate and deliver assistance. It strengthens preparedness and national capacity in high risk contexts, and in emergencies provides coordination, information management and access to common logistics and telecommunications services.
Through this integrated model, the LTC enhances system-wide efficiency, reduces duplication and enables humanitarian assistance to reach vulnerable communities faster and at scale.
Objective of the Position:
Lead the development and implementation of the communication and visibility strategy for global operations as well as create high-quality, relevant and compliant products that demonstrate the impact, value, and achievements of the LTC.
Reporting Line:
The incumbent will report to the Global Projects and Outreach Officer within the Global Support Team based in Rome, Italy.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Communications Content Production and Storytelling (40%) - Develop and collect compelling multimedia content and stories, including videos, photography, human-interest stories, articles, testimonials, donor visibility products, and social media content from global operations, country offices, emergency responses, events, and strategic initiatives. This will include coordinating with country teams, workstream leads and external partners and ensuring all communication products align with Cluster and WFP branding, messaging, and organizational standards.
2. Management of Communication and Distribution Channels (20%) - Manage the Logistics Cluster's social media channels and digital communication platforms (including website content). Develop and implement channel-specific communication content. Ensure timely dissemination of operational updates, success stories, donor visibility content, event coverage, and advocacy messages. Coordinate publication schedules across communication platforms. Monitor engagement, audience growth, and communication performance metrics.
3. LTC Rebranding Exercise (20%) - Lead communication aspects of the rebranding process. Coordinate branding activities with relevant teams and stakeholders. Support development of branding assets, templates, visual identity guidelines, and associated communication materials with the external provider. Facilitate stakeholder consultations and review processes. Ensure smooth transition and adoption of the new brand across global and field operations. Design and implement the communications campaign accompanying the launch of the new Logistics and Telecommunications Cluster identity, in coordination with the Telecommunications team. Coordinate launch products and communication materials. Lead internal and external communication efforts for the rebrand rollout.
4. Donor Visibility and Engagement (5%) - Ensure communication products and activities support donor objectives and visibility requirements. Integrate donor visibility requirements into communication products. Develop donor-focused impact stories and visibility materials. Coordinate with programme and reporting teams to showcase donor-supported achievements. Support donor engagement and recognition efforts.
5. Corporate Communications Coordination and Representation (5%) - Liaise regularly with WFP Supply Chain Communications and CAM teams. Identify opportunities to elevate Cluster visibility through WFP corporate channels. Facilitate internal and external communication opportunities. Support communication clearance and coordination processes.
6. Reporting, Newsletters (5%) - Produce and oversee monthly Cluster newsletters. Contribute content to the Supply Chain Division newsletter.
7. Operational Reporting (5%) - Support management reporting as required, including SCD weekly operational updates.

DELIVERABLES AT THE END OF THE CONTRACT:
Social media platforms effectively managed, with regular publication of engaging content and measurable growth in reach, engagement, and audience awareness.
Timely and effective communications support provided to country offices and Cluster workstreams, including social media, content development, storytelling, donor visibility, and communication requests.
Support provided to the Partnership and Outreach Officer in implementing donor visibility, private-sector engagement, and partner recognition initiatives.
The Logistics and Telecommunications Cluster (LTC) rebranding process successfully completed in collaboration with the ETC team, ensuring alignment with corporate branding requirements and stakeholder endorsement.
The LTC communications campaign successfully designed and implemented in collaboration with the ETC team, supporting the launch and adoption of the new brand identity across global and field operations.
Monthly Cluster newsletters produced and disseminated on schedule, with regular contributions provided to the Supply Chain Division (SCD) monthly newsletter.
Increased visibility of Cluster activities across WFP internal communication channels through regular coordination with WFP and WFP SCD Communications, and other relevant teams.
Weekly operational reporting products, including SCD operational updates and management briefs, prepared and delivered as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Communication, Journalism, Public Relations, or a related field.
Experience:
Minimum 5 years of proven experience in supporting the development and implementation of communication strategies, preferably in the humanitarian or international development sector.
Knowledge & Skills:
Good understanding of media relations, social media management, and content creation. Excellent written and verbal communication skills, with the ability to tailor messages for diverse audiences. Proficiency in multimedia content creation (videos, pictures, articles) and distribution channels. Demonstrated ability to cultivate and maintain relationships with communication professionals and stakeholders. Analytical skills to evaluate communication impact and propose adjustments for optimization. Ability to collaborate effectively with diverse teams and guide senior colleagues on communication approaches.
Languages:
Fluency (level C) in English language. Knowledge of an additional UN language, preferrable French or Spanish, is a plus.
