Position Overview

Pathways is hiring a Clinical Program Manager to organize and manage complex, interrelated program and contract-support activities for the Department of Veterans Affairs. This position coordinates project tasks, clinical and operational workgroups, documentation and template updates, coding guidance, system compatibility, stakeholder engagement, and compliance activities supporting virtual health services.
The Program Manager provides senior-level project management and technical guidance and works directly with clients, VA leadership, clinical teams, business owners, technical personnel, and contractor staff to define goals, formulate task plans, review deliverables, identify opportunities, and improve program efficiency. VA experience is preferred; direct virtual health, Remote Patient Monitoring, or Home Telehealth experience is strongly preferred.

Job Purpose

The Clinical Program Manager is accountable for organizing and managing assigned contract operational-support functions involving multiple complex and interrelated tasks.
The successful candidate will guide clinical, technical, operational, and documentation initiatives; facilitate alignment across VA groups; manage workgroups; and translate regulatory, clinical, coding, and system changes into current guidance, manuals, note templates, protocols, and implementation actions. The role documents and communicates program results, risks, decisions, and recommendations throughout.

Duties & Responsibilities

  • Organize and manage contract operational-support activities involving multiple complex and interrelated project tasks and cross-functional teams.
  • Serve as a contractor interface with clients and VA leadership; collaborate to define goals, formulate and review task plans and deliverables, identify opportunities, resolve barriers, and drive program efficiency.
  • Facilitate stakeholder engagement across VA program offices, clinical groups, business owners, technology teams, coding or compliance experts, and field personnel; ensure clear communication, alignment, decision documentation, and feedback integration.
  • Manage or support workgroups focused on manual reviews, policy and guidance updates, clinical note-template changes, system compatibility, clinical operations, and related virtual health improvement priorities.
  • Update, maintain, and quality-check documentation, manuals, standard operating procedures, workflows, clinical guidance, and note templates to meet current standards and support compatibility with electronic health record systems.
  • Coordinate updates to coding guidance in response to regulatory, policy, clinical, operational, and technology changes; engage appropriate clinical, coding, compliance, and system stakeholders to validate revisions.
  • Analyze complex clinical, operational, and technical problems and develop practical, well-supported solutions and recommendations for client consideration.
  • Research and translate customer and stakeholder requirements into project plans, documentation updates, system-change requirements, implementation activities, and short- and long-range recommendations.
  • Prepare and present status, findings, options, risks, recommendations, and results to clients, VA leadership, workgroups, executives, and other decision-makers.
  • Establish and apply quality-control practices for task plans, manuals, guidance, note templates, reports, and other deliverables; track corrective actions and continuous-improvement opportunities.
  • Ensure ongoing compliance with VA data-security, privacy, access-control, records-management, and Section 508 accessibility requirements applicable to program activities and deliverables.

Leadership Expectations

This role may require leadership and strategic oversight of complex projects and cross-functional teams. The Program Manager maintains senior-level client relationships and holds contributors accountable for successful delivery. The role must exercise sound clinical, technical, operational, and contractual judgment while creating clarity, facilitating alignment, and escalating issues appropriately.

Required Qualifications

  • Clinical degree in a relevant field or a master's-level degree in health science, public health, nursing, health informatics, healthcare administration, clinical informatics, or a closely related discipline. Candidates with a relevant bachelor's degree may qualify when supported by the required level of experience.
  • At least two years of progressively responsible program or project management experience with a relevant master's or clinical degree, or at least ten years with a relevant bachelor's degree.
  • Strong understanding of healthcare systems, clinical programs, digital health solutions, remote patient monitoring, Home Telehealth, or related care-delivery and technology environments.
  • Demonstrated success organizing and managing complex, interrelated projects or program tasks involving schedules, costs, deliverables, risks, dependencies, resources, and multiple stakeholder groups.
  • Experience collaborating with senior clients or healthcare leaders to define goals, formulate task plans, review deliverables, resolve issues, and communicate recommendations.
  • Experience facilitating stakeholder engagement and workgroups, integrating feedback, documenting decisions, and coordinating follow-through across clinical, operational, technical, and administrative teams.
  • Experience developing, updating, reviewing, or managing healthcare documentation, manuals, procedures, guidance, workflows, templates, or other controlled program materials.
  • Ability to analyze complex clinical, operational, technical, regulatory, or coding-related issues and translate findings into practical plans, documentation, and recommendations.
  • Excellent written and oral communication, facilitation, executive briefing, stakeholder-management, organizational, and problem-solving skills.
  • Proficiency with Microsoft 365 and collaboration tools such as Microsoft Teams and SharePoint; ability to learn and effectively use VA-required clinical, documentation, project, security, and reporting platforms.

Preferred Qualifications

  • Department of Veterans Affairs experience, particularly with Remote Patient Monitoring-Home Telehealth programs, operations, workflows, stakeholders, or technology environments.
  • Current or prior Registered Nurse experience combined with Home Telehealth, remote patient monitoring, care coordination, or related virtual-care experience.
  • Relevant clinical coding knowledge and experience interpreting or updating coding guidance in response to regulatory, policy, clinical, or operational changes.
  • Experience updating clinical note templates, documentation tools, manuals, or workflows for compatibility with electronic health record systems.
  • Experience with clinical workflow improvement, technology implementation, stakeholder engagement, change management, quality improvement, or adoption and sustainment initiatives.
