This position is open to local candidates based in any country within the Asia-Pacific region and other eligible neighbouring countries where World Vision International is legally registered to operate.
JOB PURPOSE:
The purpose of the role is to lead and advise the Asia Pacific regional office on Child Protection and Education issues, including technical programming, safeguarding and external positioning.
The role has five core areas of focus:
Build FO capability in Child Protection and education to effectively deliver impactful Child Results
Lead the development and application of innovative and adaptive approaches to effectively address the evolving child education and protection challenges and position World Vision as a leader in these fields.
Represent and lead WV South Asia and Pacific Regional Office (SAPO) on strategic child protection and education networks, engaging as thought leader and technical expert with priority stakeholders (e.g., UNICEF, ASEAN, Joining Forces, Southeast Asia Ministers of Education Academic Practitioners, Asia Pacific Cluster for Safe Schools, etc.)
Lead the Regional Child Protection and Education Communities of Practice and actively participate in any relevant global CoPs
Provide technical support for resource acquisition and advocacy initiatives
KEY RESPONSIBILITIES:
(40%) Strengthen all capabilities in FOs that are necessary to effectively deliver child impact and child results in education and child protection, including programming capacity, advocacy and external engagement, digital literacy, data analysis, building strong partnerships, and contextualisation. Build the capacity of FOs to effectively integrate project models and interventions into program and strategy, aligned to initiatives such as FRS, IPF, AIM and Our Promise Phase 3.
Identify knowledge and skills opportunities in the above areas with each FO and collaborate to more effectively deliver child results and child impact.
Deepen and scale up quality programming and advocacy efforts in WV operation areas. Develop and nurture strategic partnerships with regional education and CP coalitions, networks, and other organisations
Provide technical guidance in quality design and implementation of approaches in alignment with WV’s global strategy, contextual field realities and promising global/regional/national promising practices.
Work closely with RO safeguarding advisor to ensure effective integration of Safeguarding policies and practice into CP and education activities.
Use education and CP data to generate business intelligence, identify emerging trends and inform strategic and operational decisions at regional and Field Office level. Translate evidence and insights into practical recommendations for programme adaptation, advocacy, donor engagement and external influence.
Support in the expansion and strengthening of regional Child Participation platform (i.e. CHAMP) through innovative strategies that empower, including building capacity of Field Offices to establish or strengthen country level Child Participation platforms.
Support FO Education Leads with coaching, annual education impact monitoring, data quality assurance tools/guidance, and preparation of a consolidated regional education impact analysis highlighting trends, outcomes and implications.
(15%) Lead the development and application of innovative and adaptive approaches to effectively address the evolving child education and protection challenges and position World Vision as a leader in these fields.
Foster and support innovative approaches and practices, driven by FOs, and promote cross-learning through active CoPs
Participate in the design and implementation of the OP3 education curriculum for literacy among primary students and adolescent life skills. Work with FOs in contextualising education designs (in line with FRS curriculum) to maximise impact.
Implement pilot projects using emerging technologies (e.g., digital apps, SMS platforms, social media campaigns) to amplify children’s voices and grow child participation and access to CP services.
(10%) Represent and lead WV South Asia and Pacific Regional Office (SAPO) on strategic child protection forums and networks, engaging as thought leader and technical expert with stakeholders identified in the RO External Engagement strategy (e.g., UNICEF, ASEAN, SACG, Joining Forces, etc.).
Develop and nurture strategic partnerships with regional CP coalitions, networks, and other Civil Society Organisations to raise the voice of most vulnerable children
Represent WV in regional, global and inter-regional education forums, positioning WV as a thought leader, preparing briefs/talking points, reporting back to SAPO leadership and FOs, and documenting contributions to global education strategies/frameworks.
(20%) Lead the RO CP and Education CoPs, providing technical advisory support, shared learnings, and guidance to SAP RO and Field Offices on current and emerging Education and Child Protection issues and Education and Child Protection Minimum Requirements, the Operational Requirements on Child Participation in WV Decision-Making for both sectors, promising programming and advocacy practices, and lessons learned. Participate in any relevant global CoPs.
Provide guidance and support to FOs in their implementation of operational requirements on CP and Education
Lead education and CP learning and generation of promising practices, establishing systems and processes, and effective knowledge management across the Region
Sustain functional Communities of Practice that actively contribute to regional and global learning, collaboration, and technical excellence in education and child protection.
(15%) Support education and child protection related initiatives to build regional collaboration (funding, research, advocacy, programming) and positioning.
Support Advocacy and Resource Acquisition teams (RO and FO) in developing concept notes, proposals and donor engagement products.
Provide technical support for design, implementation and evaluation of Education and CP programs in close collaboration with other sectors (i.e. GEDSI, WASH, Health, Sponsorship, Urban Programming, etc.).
Improve the evidence base on Education and CP in the Asia Pacific Region through innovative research, data utilisation, and thought leadership.
Provide overall technical leadership and guidance to regional and Field Office colleagues.
Engage with internal and external stakeholders to stay abreast and engage on new and emerging issues and opportunities in the Education and CP sectors.
