The Work
The CAPPS HR PY Human Resources and Mainframe Analyst perform highly advanced (senior-level) consultative services and functional assistance work in support of the Comptroller of Public Accounts (CPA) CAPPS Program. This position serves as a primary functional subject matter expert (SME) for the CAPPS HR components of PeopleSoft HCM 9.2, including Workforce Administration, Talent Acquisition Manager/ Candidate Gateway (TAM/CG), HR security, FMLA, and Position Management, while also supporting related mainframe activities and integrations.

Responsibilities
- Perform highly advanced consultative services and functional assistance work related to supporting the CAPPS Program.
- Provide functional HR expertise for:
- Workforce Administration
- TAM/CG (Talent Acquisition Manager/Candidate Gateway)
- HR security setup, including row-level security and role-based access.
- Interpret and apply State of Texas statutes, HR policies, and labor regulations within CAPPS HR configuration and business processes.
- Serve as a functional point of contact for CAPPS HR/PY applications for CAPPS agencies, providing guidance, issue resolution, and advisory support.
- Configure and maintain HR tables, including job codes, positions, departments, compensation, and related structures.
- Demonstrate strong understanding of HR business units, SetIDs, and table structures in PeopleSoft HCM.
- Configure and maintain Approval Workflow Engine (AWE) workflows to support HR transactions and approval routing.
- Create and maintain queries using PS/Query and SAP Business Objects to support reporting, data validation, reconciliations, and audit needs.
- Participate in CAPPS HR/PY functional design phases, including:
- Creating and/or reviewing Functional Design Documents (FDDs).
- Performing functional configuration system changes.
- Leveraging PeopleSoft delivered configuration tools such as Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and similar features.
- Ensure CAPPS adheres to the Family and Medical Leave Act (FMLA) requirements.
- Define and refine FMLA plans and entitlements consistent with State of Texas policy and federal regulations.
- Customize appropriate leave types and rules to correctly calculate and track FMLA usage.
- Ensure proper integration of FMLA functionality with Payroll and Time and Labor modules.
- Assist with FMLA-related compliance reporting and auditing, including data extraction, validation, and documentation.
- Apply technical skillsets to support functional responsibilities, including:
- PeopleSoft Application Designer (records, fields, pages, components).
- Integration Broker (Web Services, REST/SOAP integrations).
- SQR and BI Publisher report customization and troubleshooting.
- SQL proficiency for data analysis, problem diagnosis, and controlled data corrections.
- Understand PeopleSoft security concepts, including State of Texas multitenancy requirements and segregation of duties.
- Plan, design, develop, implement, support, and maintain IT security measures to safeguard HR system information and ensure compliance with CPA and State standards.
- Maintain working knowledge of and effectively use:
- PUM (PeopleSoft Update Manager) and Change Assistant.
- Fluid UI changes and page navigation.
- Lifecycle management and selective adoption strategies.
- Elasticsearch/Search Framework.
- Data migration processes and compare report analysis.
- Troubleshoot Position Management issues and resolve data and configuration problems.
- Maintain and update position data, including changes in organizational structures, funding, or classification.
- Analyze downstream impact of position changes on HR, payroll, and reporting.
- Support workflow troubleshooting related to position approvals and routing.
- Validate Position Management configuration settings to ensure consistency and compliance.
- Perform data fixes within established change control processes.
- Assist with audit and compliance checks related to position data and history.
- Support integrations involving position data between CAPPS and other systems.
- Provide user guidance and training on Position Management functionality.
- Support regression testing and upgrades involving Position Management.
- Create and maintain Position Management documentation, job aids, and reference materials.
- Provide functional mainframe support related to CPA legacy HR/Payroll environments, including:
- Incident resolution for mainframe HR/Payroll-related issues.
- Analyzing abends (application or batch job failures) and determining root causes.
- Reviewing logs, Job Control Language (JCL), console messages, SQL codes, and error dumps.
- Job and batch monitoring, including validation of upstream and downstream dependencies.
- Ensuring production mainframe environments remain stable, performant, and aligned with CAPPS.
- Support mainframe application analysis:
- Understand the business functionality of mainframe applications supporting HR/Payroll processes.
- Validate that changes to JCL, batch streams, or configurations work as intended.
- Perform documentation and knowledge management for mainframe-related changes and incidents.
- Work with cross-functional teams during incidents, including infrastructure, DBAs, network, and application development teams within CPA’s Information Technology Division.
- Participate in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CPA mainframe systems.
- Compile and analyze mainframe datasets needed for historical employee information, Per Print file investigation, and staging test data.
- Perform employee- and agency-level entries and table updates in SPRS, including new entitlements or deductions.
- Support CPA mainframe systems by serving as the ACR Coordinator for system changes, ensuring proper documentation, approvals, and coordination.
- Coordinate CPA mainframe environment refreshes, validate post-refresh system integrity, and ensure proper synchronization across dependent systems.
- Collaborate with HR policy staff, other analysts, Managed Services vendors, and more than 100 agencies to design and support HR solutions.
- Apply strong problem-solving and troubleshooting skills to resolve complex functional and technical issues.
- Interpret State of Texas HR policies and translate them into compliant system configuration and code modifications.
- Gather requirements for break/fix items and system enhancements, ensuring clear documentation and traceability.
- Develop documentation and execute testing (UAT, regression, integration testing) to support controlled releases.
- Manage incidents using systems such as ServiceNow and BOSSDesk, maintaining synchronized and timely updates.
- Understand and account for interdependence on legacy systems (SPRS, HRIS, and others) in solution design and issue resolution.
- Provide structured cross-training to support junior analyst capability growth.
- Provide comprehensive training and support to agency personnel according to established requests and organizational requirements.
- Coordinate and participate in project-level activities, including:
- CAPPS expansions that include additional module implementations or enhancements for agencies.
- Cyclical processes such as fiscal year-end, State of Texas legislative changes, federal mandates, and third-party integrations.
- Perform all duties following CPA’s processes, policies, and procedures within project scope and schedule, consistent with established milestones, deliverables, and due dates.
- Provide Level 2 Service Desk support, including:
- Complex ticket handling and escalation.
- Advanced troubleshooting and root cause analysis.
- Clear documentation and knowledge transfer.
- Basic system configuration within approved change control processes.
- Coordination with a Managed Services vendor responsible for Tier 3 work.
- Ensure all digital products and content meet WCAG 2.1 accessibility standards by:
- Maintaining perceivable, operable, understandable, and robust user experiences.
- Regularly reviewing system content and interfaces for accessibility compliance.
- Implementing updates or remediation whenever accessibility issues are identified.
- Perform all work in accordance with ITIL principles and practices for:
- IT service management (ITSM).
- IT asset management (ITAM).
- Alignment of IT services with CAPPS and CPA business needs.
- Actively participate in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents in accordance with assigned module responsibilities.
- Participate in Disaster Recovery (DR) and upgrade testing activities, including planning, execution, and documentation.
- Prepare and deliver presentations at CAPPS User Groups and the CAPPS Steering Committee regarding initiatives, issues, and solutions.
- Participate as directed in annual SOC-1 attestation audits to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information processed via CAPPS.
- Ensure that enhancements, process changes, and system fixes consider security, availability, processing integrity, confidentiality, and privacy.
- Work under minimal supervision, relying on experience and judgment to plan and accomplish goals while following established processes and procedures.
- Validate that only accurate data is produced, that security (including multi-tenancy) is enforced, that system performance is efficient, and that all applicable policies are enforced.

- 8 years – Extensive Texas public sector experience, directly working for or supporting a Texas state government agency.
- 8 years – Extensive experience supporting the HR module in PeopleSoft HCM version 9.2.
- 8 years – Extensive knowledge and understanding of State of Texas applicable policy.
- 8 years – Extensive knowledge of federal labor laws.
- 8 years – Experience preparing WCAG 2.1-compliant materials for distribution to end users and stakeholders.
- 8 years – Experience performing functional project management activities in support of CPA’s CAPPS program.
- 8 years – Experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
- 8 years – Extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
- 3 years – Experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances.
- 3 years – Experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CPA mainframe systems.
- 3 years – Experience compiling mainframe datasets needed for historical employee information, Per Print file investigation, and staging test data.
- 3 years – Experience performing employee- and agency-level entries and table updates related to new entitlements or deductions in SPRS.
- 3 years – Experience supporting CPA mainframe systems by acting as the ACR Coordinator for system changes.
- 3 years – CPA experience coordinating mainframe environment refreshes.
- 3 years – Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM), with focus on aligning IT services with the needs of the business.

Preferred Qualifications:
- 4 years – CPA experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CAPPS system.
- 4 years – CPA experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS.
- 4 years – CPA experience supporting CAPPS by loading mass salary actions for agencies.
- 4 years – CPA experience performing customer-facing responsibilities in support of CAPPS expansion efforts for Central and Hub agencies.
- 4 years – CPA experience gathering requirements and writing functional specifications to implement legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CAPPS.
- 4 years – CPA experience performing SQL actions needed to keep the CAPPS and SPRS systems in sync.
- 4 years – Experience with and knowledge of CPA’s legacy Statewide Financial Systems production support activities.
