Role overview
An exciting opportunity has arisen to join BlueLight Commercial and play a key role in delivering transformational change across policing. As a Business Improvement Manager, you will support and lead programmes and projects across the PECP transformation portfolio, combining business analysis, continuous improvement and change delivery expertise to drive sustainable organisational improvements.
The role is responsible for analysing business challenges, identifying opportunities for improvement, defining business requirements, supporting programme and project delivery, and ensuring benefits are realised. Working closely with stakeholders across policing and government partners, you will help shape future ways of working, support policing reform and contribute to build an organisation that is fit for the future.

My Responsibilities and accountabilities
Lead and support business improvement, transformation, programme and project activity across the PECP transformation portfolio, ensuring delivery of agreed outcomes and benefits.
Apply analysis techniques to identify, define and evaluate problems, opportunities and requirements, supporting evidence-based decision making.
Work with stakeholders to understand the wider Policing business needs, facilitate workshops, gather requirements and develop practical solutions to support organisational objectives.
Analyse processes, operating models, systems, data and performance information to identify opportunities for improvement, standardisation and transformation.
Produce high-quality analysis artefacts, including process maps, requirements documentation, options appraisals, impact assessments, benefits frameworks and business cases.
Support the design, development and implementation of new processes, services, operating models and ways of working to improve organisational performance and user experience.
Lead continuous improvement initiatives from discovery through to implementation, ensuring measurable and sustainable benefits are realised.
Develop improvement plans and delivery frameworks that provide clear accountability, governance and performance measures.
Identify, assess and manage risks, issues, assumptions, dependencies and change impacts associated with programmes, projects and improvement initiatives.
Provide analytical insight and recommendations to senior leaders, programme boards and governance groups to support strategic decision making.
Collaborate with internal and external stakeholders to build consensus, manage change effectively and ensure successful adoption of improvements.
Support programme and project managers in planning, monitoring and reporting progress, ensuring delivery remains aligned to strategic objectives and expected benefits.
Promote a culture of continuous improvement by sharing tools, methodologies and best practice that enhance organisational capability and maturity.
Contribute to the development of PECP transformation priorities, supporting policing reform and helping ensure the organisation remains fit for the future.
Develop effective relationships across policing, government and partner organisations to support collaborative problem solving and delivery of transformational change.
Undertake any other duties as directed by your line manager that are commensurate with the grade and responsibilities of the role.
You are someone who has attained:
Business Analysis qualification (BCS Foundation or Practitioner), PRINCE2, Lean Six Sigma, APMG Change Management, or equivalent professional experience.
Evidence of continuous professional development in business analysis, transformation, improvement or programme delivery disciplines.
Experience and knowledge required:
Experience delivering business analysis and improvement activities within complex organisations.
Experience supporting or leading transformation programmes and projects.
Experience gathering and documenting business requirements and facilitating stakeholder workshops.
Experience analysing processes, performance data and operational challenges to identify improvement opportunities.
Experience developing business cases, process maps, options appraisals and benefits realisation approaches.
Experience working within programme, project and change governance frameworks.
