The Benefits Specialist provides support as an on-site Client Manager, providing member-facing benefits administration and client support. This role administers day-to-day benefits operations for employees and retirees of Gehring Group clients and serves as records custodian and administrative support to the assigned group. Core work includes enrollment and eligibility processing, HRIS / benefits-system maintenance, payroll and vendor-billing reconciliation, employee and retiree communications, wellness-event coordination, and welfare trust governance support (agendas, minutes, public notices, and public-records compliance).
How You Will Contribute:
- Administer Trust-sponsored employee benefit programs, including medical, dental, vision, life, disability, retirement, COBRA, and voluntary benefit plans.
- Coordinate District-side Open Enrollment activities, including employee communications, meetings, enrollment processing, and system updates, in partnership with the benefits consultant (who leads enrollment strategy.
- Coordinate and execute benefits of fairs, wellness events, biometric screenings, and other employee engagement activities in support of the Trust’s wellness program. Program design and vendor strategy remain with the benefits of consultant / wellness partner.
- Provide guidance and support to employees and retirees regarding benefit eligibility, enrollment, coverage options, plan provisions, and Trust forms.
- Serve as the day-to-day operational contact for employees, retirees, carriers, and vendors on eligibility, enrollment, and claims documentation. Plan design, carrier negotiations, and claims advocacy remain with the benefits of consultant.
- Process benefit enrollments, status changes, terminations, beneficiary updates, and claims-related documentation; coordinate member enrollment paperwork with the benefits consultant and TPA.
- Coordinate beneficiary and death-benefit claim documentation with the applicable carrier or TPA and submit required Trust / District paperwork in a timely manner. This role does not adjudicate claims.
- Maintain employee benefit records and Trust administrative files and ensure accurate data management within HRIS and benefits administration systems.
- Reconcile eligibility, payroll, and vendor billing reports and resolve discrepancies. Trust general ledger, custodian reconciliation, and weekly claim-fund transfers remain with the Trust Liaison / Bookkeeper.
- Generate, review, and submit eligibility, enrollment, and billing files to carriers, the TPA, and vendors.
- Partner with payroll, human resources, the Trust Liaison / Bookkeeper, departmental leadership, and the benefits consultant to ensure accurate and compliant benefits of administration.
- Conduct new hire orientations and employee benefits education sessions.
- Support the Trust Board, employee committees, and engagement initiatives as assigned.
Skills & Experience to be Successful:
- Minimum of two (2) years of experience in Human Resources with direct responsibility for employee benefits administration; public-sector, multi-employer, or health-and-welfare trust experience preferred.
- Experience working with HRIS and benefits administration / enrollment systems
- Knowledge of employee benefit programs, including medical, dental, vision, life, disability, retirement, COBRA, and voluntary benefits.
- Knowledge of applicable federal and state regulations related to benefits administration, including the Affordable Care Act (ACA), COBRA, HIPAA, Florida’s public-records and Sunshine Law requirements, and retiree continuation under s. 112.0801, Florida Statutes.
- Strong employee service, interpersonal, and communication skills.
- Strong analytical, organizational, and problem-solving abilities with exceptional attention to detail.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.
- Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
- Ability to travel to assigned work locations, fire stations, Trust Board meetings, and events as needed.
Preferred:
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
- Experience with benefits-administration / enrollment platform; Oracle or other enterprise HCM experience is a plus.
- Florida Life, Health & Variable Annuities (2-15) License (not required; the Trust’s benefits consultant holds the brokerage appointment).
- Public-sector experience, including Florida Sunshine Law and Public Records Act familiarity.
- Experience supporting a board, trust, or public committee (agendas, minutes, public notices).
