The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Benefits and Eligibility Supervisor for the Maricopa 1 Customer Care Center. This position supervises, plans and coordinates the operations of a program of one or more benefits and eligibility units involved in the determination and issuance of public assistance and/or social service benefits, and is responsible for effective supervision and administration of the divisions eligibility program(s) staff to include staff development and training, succession planning, performance management, and related activities, and works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and responsibilities include but are not limited to:

  • Train, supervise, and evaluate the performance of assigned staff; assign and adjust workloads.
  • Responsible for interpreting and clarifying program policies and procedures for staff and implement regulations or policy changes affecting the day to day operation of the unit.
  • Assist staff with difficult and complex cases to include providing consultation with employees, handling some cases personally, making decisions on controversial cases, and consulting with senior management on recommended actions.
  • Prioritizes and assigns work of assigned unit(s) in order to maintain compliance with federal, state and mandates; ensure the timeliness and accuracy of services delivered; identify and resolve existing and potential problems according to agency policies and program goals and objectives.
  • Conduct quality control and error management and prevention in eligibility services program(s) to include conducting case reviews, evaluating accuracy, timeliness and productivity utilizing quality and quantity data from program reports, identifies error trends, implements corrective action plans, develops and conducts related training.
  • Compile and review statistical data associated with unit activities from case records, logs, computer files, and other sources and prepare requested reports
  • Evaluates staffing needs, participates on hiring panels and makes recommendations for effective use of personnel resources.
  • Assists with identifying suspected fraud cases, preparing summaries of facts for fraud and overpayment, representing the agency in hearings and court appeals and taking appropriate action as required.
Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Federal, State, and agency statutes, rules, and regulations applicable to area of assignment, and fundamental leadership practices.
  • Program services used to conduct quality control reviews.
  • Interviewing and assessment techniques, and customer service practices.
  • Program development, administration, and service delivery related to the program or programs in the area of responsibility, which may include employment services, eligibility, provider and/or social services

Skills in:

  • Written and verbal communication to explain and interpret Federal and State laws, statutes, rules, regulations, and guidelines applicable to the area of assignment.

Ability to:

  • Resolve program related issues and provide technical assistance to staff.
  • Access, maintain, review and interpret database information, and compile and present program information.
  • Establish and maintain cooperative working relationships with internal management and staff, and with a variety of external stakeholders.
  • Identify, analyze, and evaluate situations or problems to determine appropriate courses of action, and analyze laws, regulations, and policies to ensure all programs and activities are in compliance.
Selective Preference(s):

The ideal candidate for this position will have:

  • A high school diploma or equivalent education
  • Three (3) years’ of FAA eligibility determination experience within the Division of Benefits and Medical Eligibility (DBME).

  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
