Position Summary

EBI is seeking a full-time Associate Technical Director to support Agency Services projects for HUD and other affordable housing programs. The primary focus of this position is serving as a senior technical reviewer for HUD and Accessibility deliverables while driving continuous improvement in report production, technical review, and revision processes. This individual will ensure reports meet EBI's quality standards and all applicable agency and client requirements through comprehensive technical reviews, detailed feedback to assessors, efficient management of report revisions, and delivery of high-quality final work products.

As the Associate Technical Director becomes proficient with EBI's systems, templates, and reporting standards, the role will expand to identifying and implementing efficiencies throughout the report lifecycle. This includes evaluating report writing workflows, streamlining technical review and revision processes, improving report templates and supporting tools, standardizing best practices, and collaborating with Operations and Technology teams to automate repetitive tasks and increase production capacity. The Associate Technical Director will play a key role in reducing production time, improving report consistency, increasing overall throughput, and enhancing the scalability of EBI's Agency Services operations.

The Associate Technical Director will also partner with Sales to support the timely and disciplined scoping of Low-Income Housing Tax Credit (LIHTC) and other affordable housing opportunities. This includes evaluating EBI’s technical expertise, reviewer and assessor capacity, required turnaround time, jurisdictional requirements, anticipated level of effort, and delivery risks to confirm that proposed work can be completed successfully and profitably. The role will help maintain visibility into the states and markets where EBI has an established record of profitable delivery and guide Sales toward those priority markets, while accounting for the requirements of state housing finance agencies, public housing authorities, lenders, syndicators, developers, and other program stakeholders.

The Associate Technical Director also serves as a senior technical resource, providing technical guidance on complex projects, assisting with challenging report revisions, supporting quality assurance initiatives, and helping establish consistent technical standards across the organization. They are primarily focused on establishing and reinforcing efficient report production methods, improving technical consistency, and supporting adoption of evolving processes and best practices.

To maintain current technical expertise and familiarity with evolving HUD, Accessibility, and client requirements, the Associate Technical Director may periodically participate in local field assessments or site inspections. Such participation is expected to be infrequent, limited to local projects whenever practical, and scheduled well in advance based on business needs and the Associate Technical Director's availability. The timing and frequency of these site visits will be determined collaboratively, with the understanding that the primary responsibilities of this role are technical leadership, quality assurance, and continuous process improvement.

This position reports to the Vice President of Real Estate Operations and may be based anywhere in the United States. Candidates must maintain an established home office and be comfortable working remotely.

Essential Duties and Responsibilities

• Serve as the senior technical reviewer for HUD, Accessibility, and Agency Services reports, ensuring accuracy, consistency, and compliance with agency, client, and internal quality standards.
• Review, revise, and finalize technical assessment reports, providing actionable feedback that improves report quality, consistency, and production efficiency.
• Lead quality assurance and quality control efforts for HUD and Accessibility deliverables, maintaining EBI's technical standards while identifying opportunities to improve review workflows.
• Drive continuous improvement initiatives focused on reducing report production and revision time, increasing throughput, and improving overall operational efficiency.
• Evaluate and optimize report writing, technical review, and revision processes to eliminate bottlenecks, standardize best practices, and improve consistency across the Agency Services team.
• Collaborate with Operations, Technology, and Technical leadership to identify, develop, and implement automation opportunities, template enhancements, AI-assisted workflows, and other tools that improve report production and quality.
• Develop and maintain standardized report templates, technical guidance documents, checklists, and quality control procedures that improve consistency and reduce rework.
• Serve as the primary technical resource for HUD and Accessibility reporting, providing guidance on agency requirements, technical interpretations, complex projects, and reporting best practices.
• Partner with project managers, assessors, reviewers, and clients to resolve technical questions, report comments, and project-specific challenges while maintaining project schedules.

• Partner with Sales to provide timely technical scoping for LIHTC and other affordable housing opportunities, including reviewing the requirements of state housing finance agencies, public housing authorities, lenders, syndicators, developers, and other applicable program stakeholders and translating those requirements into a clear scope, deliverables, schedule, and staffing approach.
• Evaluate EBI’s ability to complete proposed Tax Credit and affordable housing assignments as required by analyzing technical complexity, available assessor and reviewer capacity, turnaround expectations, travel and geographic considerations, jurisdiction-specific requirements, anticipated level of effort, and delivery risk; recommend pricing and execution approaches that support quality, schedule compliance, and profitability.
• Develop and maintain state-by-state market intelligence regarding EBI’s experience, agency requirements, delivery performance, resource availability, costs, and profitability; identify the states and programs where EBI has an established record of successful, profitable delivery and help Sales prioritize those markets while clearly communicating risks or constraints in less-established jurisdictions.

• Support technical development of assessors and reviewers through report reviews, coaching, and knowledge sharing, with an emphasis on improving report quality and production efficiency rather than formal classroom training.
• Periodically participate in local field assessments or site inspections, as mutually agreed upon and business needs require, to maintain familiarity with current HUD, Accessibility, and client requirements and ensure technical recommendations remain aligned with current field practices.
• Analyze recurring report deficiencies, revision trends, and quality metrics to identify root causes and implement corrective actions that improve first-pass report quality.
• Coordinate technical review activities to ensure deliverables are completed on schedule while maintaining quality expectations and turnaround commitments.
• Maintain current knowledge of HUD requirements, Accessibility standards, Capital Needs Assessment methodologies, applicable building codes, and industry best practices.
• Support client communications related to technical findings, report revisions, quality expectations, and agency-specific requirements as needed.
• Manage multiple technical reviews, quality initiatives, process improvement projects, and technical assignments concurrently while meeting established production goals and service expectations.

Qualifications and Capabilities

• Bachelor’s degree from an accredited university in Engineering, Architecture, Construction Management, Building Sciences, or a related technical field.
• Minimum of 5–10 years of progressive experience performing property condition assessments, capital needs assessments, physical needs assessments, or related due diligence consulting services.
• Direct experience completing assignments for HUD or other affordable housing lending and financing programs strongly preferred.
• Working knowledge of LIHTC transactions and the requirements of state housing finance agencies, public housing authorities, lenders, syndicators, developers, or similar affordable housing stakeholders preferred.
• Demonstrated experience evaluating multifamily residential properties and preparing technical assessment reports.
• Strong knowledge of building systems, construction practices, deferred maintenance evaluation, and capital planning methodologies.
• Ability to manage multiple projects simultaneously while maintaining high-quality deliverables and client service standards.
• Strong written communication, technical writing, and organizational skills.
• Ability and willingness to travel for property inspections as required.
• Professional Engineer (PE), Registered Architect (RA), Certified Reserve Specialist (CRS), or similar professional credential preferred but not required.
• Experience with environmental due diligence, property condition assessments, facility condition assessments, or related consulting disciplines is a plus.

The reasonable estimate of the salary range for this position is $120,000 - $140,000. The salary range describes the minimum to maximum base salary range for this position across applicable US locations. This position may also be eligible for a bonus whereby total compensation may exceed base salary depending on individual performance. The actual compensation offered will be based on a range of factors that are considered in making compensation decisions including, but not limited to; geographic location, work experience, education, licensure requirements, knowledge, skills/level, qualifications and budget.
