OVERVIEW


USCRI manages multiple programs across the U.S. through agreements with federal and other funders to receive refugees and other qualified, new arrivals into the country for initial resettlement and ongoing services leading to integration and self-sufficiency. USCRI accomplishes these activities through its network of affiliates and field offices. USCRI and funders require on-site and remote monitoring of local refugee services according to well-established criteria found in agreements and memoranda of understanding. USCRI trains and equips a team of Program Officers across to conduct monitoring and write reports with observations and findings, with scheduled follow-up to ensure compliance. The Associate Director for Monitoring and Quality Assurance sets the annual monitoring calendar, trains Program Officers, tracks activities to completion and submits final reports to funders and local resettlement programs in the USCRI network.


ESSENTIAL DUTIES AND RESPONSIBILITIES


The Associate Director –Refugee Services supervises the day-to-day work of the program officers and program assistants in select refugee programs including but not limited to Program for Initial Resettlement, Preferred Communities and Matching Grant. The Associate Director must be a strong team leader and decision-maker with the professional background and experience to implement grant activities while ensuring and enforcing compliance with USCRI and funder policies. This position focuses on monitoring and evaluation, data analysis, reporting, planning, and other activities needed to ensure fulfillment of grant requirements. This position works closely with the Associate Director of Refugee Services and reports to the Director of Refugee and Social Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Provide ongoing leadership, direction, development, coaching, counseling, support and oversight to program staff; 
  • Direct and coordinate implementation of grant activities, including development of network of subrecipients to provide case management to clients;
  • Conduct and oversee monitoring and desk audits, ensure compliance with established procedures by examining records, practices, and documentation; 
  • Work with staff to implement effective compliance training and provide technical assistance; 
  • Engage with field staff to provide input and solutions to compliance issues;
  • Proactively identify compliance issues and obtain workable resolutions; make a broad range of decisions and communicate and escalate issues, as appropriate, to supervisor;
  • Lead data collection, budget assessment, program proposals and reports, and special projects; 
  • Establish and maintain monitoring and evaluation protocol, guide the scheduling for monitoring and desk audits, and review reports; 
  • Manage and maintain online database;
  • Oversee data analysis to improve program performance, identify gaps in services and areas of opportunity;
  • Identify and leverage promising practices and progressive tools from a wide range of sources and partners, including ideas suggested by program participants, to enhance resources and program quality; 
  • Enforce and interpret all program and agency policies and procedures for staff; and 
  • Perform other duties as assigned by supervisor.

POSITION REQUIREMENTS

  • Master's degree in Social Work or an equivalent advanced degree in a behavioral science (e.g., education, psychology, sociology, criminology) or social services field is highly preferred; an outstanding candidate who holds a bachelor’s degree in social work, a behavioral science, or a social services field and who also has at least 5 years of relevant employment that demonstrates both supervisory and training in client services may be considered;
  • At least three years of supervisory experience, at a minimum as a team lead, supervisor or project manager;
  • Extensive knowledge and experience of case management needs and services for refugees, asylees, and SIVs; 
  • Experience in program monitoring, evaluation, and training (design, instruction, measurement of training effects); 
  • High proficiency in Microsoft Office, specifically proficiency with Word, Power Point and Excel is required; Knowledge of database programs to meet data collection and reporting needs; 
  • Strong quantitative skills in designing effective budget models to aid program oversight; 
  • Excellent judgment and leadership ability; must be able to make independent decisions and know when to raise issues that ensure outstanding services are being provided within necessary timeframes, and that the team and team members are complying with all required policies and procedures; 
  • Ability to prioritize duties independently, think strategically, and multi-task in a fast-paced environment;
  • Ability to travel domestically as required; and
