Associate Director, Digital Product Operations - Measurement & Reporting

What you will do

The Associate Director, Product Operations - Measurement & Reporting will guide and lead the enterprise measurement and reporting problem space for the Digital Product Operating Model (DPOM), helping Amgen measure, understand, and improve adoption, maturity, team health, and product artifact quality across product teams, product groups, and business functions.

Reporting to the Senior Director, Digital Product Operations, this individual contributor role will serve as a product management subject matter expert for DPOM measurement. The role will shape the strategy, standards, decision systems, dashboards, and leadership-ready insights that connect DPOM adoption to enterprise operating rhythms and measurable product management outcomes.

This leader will translate the DPOM roadmap into coherent measurement strategy, integrate quantitative and qualitative signals, guide senior cross-functional partners through trade-offs, and ensure reporting drives better decisions about where to focus coaching, enablement, investment, and operating-model improvement.  In addition, this role will lead regular maturity assessments of the Digital Product Management organization to identify where progress is being made in building product management capabilities and where gaps to address remain.

Responsibilities

DPOM Measurement Strategy and Framework

  • Lead the enterprise measurement strategy for DPOM adoption, product management maturity, team health, and product artifact quality across multiple teams and organizational areas.
  • Translate Product Management Hub priorities into a coherent measurement framework, maturity model, executive reporting approach, and roadmap for continuous improvement.
  • Define the standards, dimensions, and indicators used to assess adoption, maturity, artifact quality, operating health, and realized value of product ways of working.
  • Ensure the measurement approach distinguishes activity metrics from meaningful signals of adoption, maturity, decision quality, user value, and enterprise impact.
  • Frame ambiguous measurement problems, test assumptions, and determine which signals merit investment, instrumentation, leadership attention, and operating-model change.

Dashboards, Reporting, and Decision Systems

  • Own the strategy and evolution of DPOM dashboards, scorecards, reporting mechanisms, and executive readouts for MBRs, QBRs, and other enterprise operating cadences.
  • Guide analytics, technology, reporting, and product operations partners in building scalable, trusted reporting solutions.
  • Integrate quantitative data, qualitative field insights, artifact reviews, and leadership feedback into clear findings, trends, risks, and recommendations.
  • Create leadership-ready narratives that help Product Management Hub leadership, the VP of Product Management, the CTO, technology leaders, and business leaders understand progress, barriers, and trade-offs.
  • Use reporting to surface cross-product dependencies, adoption barriers, maturity gaps, and opportunities to improve DPOM effectiveness across the enterprise.

Product Management Maturity and Artifact Quality

  • Lead the assessment approach for product management maturity across teams, including outcome orientation, roadmap quality, OKR quality, decision-making, discovery, prioritization, value measurement, and lifecycle management.
  • Identify recurring maturity gaps, anti-patterns, adoption friction, and capability needs across product teams, product groups, and business functions.
  • Partner with Digital Product Management Catalysts to incorporate field-based insights from embedded engagements and convert those insights into enterprise-level learning.
  • Translate maturity and artifact-quality findings into improved standards, playbooks, templates, training, accelerator workshops, coaching approaches, and enablement materials.

Enterprise Cadence and Continuous Improvement

  • Embed DPOM measurement and reporting into enterprise operating rhythms so adoption progress, maturity trends, risks, and learning inform decision-making at the right cadence.
  • Guide senior partners across Product Operations, Product Management Catalysts, digital product leadership, technology, business, analytics, and reporting teams to align on measures, interpretation, and actions.
  • Recommend annual and quarterly focus areas for DPOM measurement, reporting, enablement, and operating-model improvement based on enterprise needs and evidence.
  • Use measurement insights to guide trade-offs about where to focus support, coaching, capability-building, product community investment, and leadership attention.
  • Build repeatable mechanisms that make DPOM measurement sustainable, scalable, and useful across multiple teams and organizational areas.

Technical, Data, AI, and Governance Fluency

  • Ensure DPOM measurement decisions are grounded in fit-for-purpose data, sound instrumentation, defensible metrics, and clear interpretation of limitations.
  • Partner with technology, data, analytics, reporting, and platform teams to address data quality, access, privacy, security, regulatory, responsible-AI, and governance considerations.
  • Identify appropriate opportunities to use AI-native workflows, generative AI, and automation to improve measurement, analysis, reporting, artifact review, and leadership-readout preparation.

Leadership, Influence, and Product Community Contribution

  • Lead complex cross-functional work through clear communication, credible product judgment, and constructive challenge without relying on direct authority.
  • Influence senior partners across product, technology, business, analytics, reporting, and enablement functions to align on measurement strategy, adoption signals, and improvement actions.
  • Coach product managers and product operations partners on measurement, maturity assessment, artifact quality, dashboard interpretation, and leadership storytelling.
  • Codify effective practices, reusable examples, and standards that strengthen product management capability and the DPOM community.
  • Contribute to product management norms and operating-model practices that reinforce outcome-centered, user-centered, data-informed product leadership.

Basic Qualifications

  • Doctorate degree and 3 years of Digital Product, Product Management, Product Leadership, Digital Transformation, Technology Strategy, or related experience or
  • Master’s degree and 7 years of Digital Product, Product Management, Product Leadership, Digital Transformation, Technology Strategy, or related experience or
  • Bachelor’s degree and 9 years of Digital Product, Product Management, Product Leadership, Digital Transformation, Technology Strategy, or related experience
  • Associates degree and 12 years of Digital Product, Product Management, Product Leadership, Digital Transformation, Technology Strategy, or related experience or
  • High school diploma/GED and 14 years of Digital Product, Product Management, Product Leadership, Digital Transformation, Technology Strategy, or related experience
  • In addition to meeting at least one of the above requirements, you must have a minimum of 3 years experience directly managing people and/or leadership experience leading teams projects, programs or directing the allocation of resources. Your managerial experience may run concurrently with the required technical experience referenced above.

Preferred Qualifications

  • 7+ years of progressive experience in product operations, digital product management, product analytics, enterprise measurement, business reporting, digital transformation, technology strategy, or related disciplines.
  • Demonstrated ownership of a complex, high-priority product, operating-model, measurement, or transformation problem space spanning multiple teams or organizational areas.
  • Experience shaping measurement strategy, maturity models, adoption frameworks, scorecards, executive dashboards, or reporting systems for product teams, operating models, or enterprise transformation efforts.
  • Expert understanding of product management practices, including roadmaps, OKRs, product charters, product strategy, discovery, prioritization, value measurement, lifecycle management, and product operating models.
  • Ability to integrate quantitative data, qualitative insights, artifact reviews, and stakeholder perspectives into clear findings, leadership-ready narratives, and actionable recommendations.
  • Strong analytical judgment, including the ability to distinguish activity, compliance, and output measures from meaningful indicators of adoption, maturity, value realization, team health, and impact.
  • Experience guiding senior cross-functional partners across product, technology, business, analytics, reporting, finance, operations, compliance, and enablement teams in complex enterprise environments.
  • Experience building or guiding dashboards, reporting mechanisms, scorecards, maturity assessments, or executive readouts using tools such as Power BI, Tableau, Jira Align, Jira, Confluence, SharePoint, ChatGPT, or similar platforms.
  • Ability to influence without formal authority, constructively challenge senior partners, align teams through ambiguity, and guide consequential trade-offs involving data, adoption, product maturity, and operating-model improvement.
  • Experience coaching product managers or cross-functional partners, codifying reusable practices, and contributing to product management communities, standards, playbooks, or enablement programs.
  • Comfort operating in ambiguity, defining new measurement approaches, managing dependencies across teams, and improving reporting practices over time.
  • Experience in healthcare, biotechnology, or other regulated industries preferred; candidates from high-tech, digital, consulting, or product-led organizations are also encouraged to apply.
  • Familiarity with AI-native product development, generative AI workflows, responsible AI principles, and the evolving role of AI in product management and product operations preferred.
