Provide senior-level program management leadership for a potential federal telecommunications transition and support program. Serve as the contractor’s primary point of contact and lead contract execution, staffing, quality, schedule, deliverables, risk management, customer coordination, and technical performance. The Program Manager will have authority to commit organizational resources and will be accountable for the technical correctness, timeliness, and quality of all work performed.

Key Responsibilities

  • Serve as the central contractor point of contact for Government leadership and other program stakeholders.
  • Plan, direct, coordinate, and control the integrated execution of telecommunications transition, administrative, technical, engineering, data, and customer-support activities.
  • Review program requirements and develop staffing plans, schedules, milestones, funding assumptions, and resource allocations needed to perform the work.
  • Manage staffing, workload distribution, cost, schedule, quality, risk, deliverables, and overall contract performance.
  • Ensure the workforce is fully onboarded, operational, and prepared to support uninterrupted performance on the first day of the anticipated period of performance.
  • Oversee telecommunications inventory validation, transition ordering, customer outreach, engineering support, provisioning, installation, cutover, and service-disconnect coordination.
  • Lead program reviews and provide briefings, schedules, performance metrics, risk registers, status reports, and corrective-action recommendations.
  • Monitor transition milestones, order backlogs, customer dependencies, technical issues, and schedule risks; implement recovery actions when performance is at risk.
  • Establish and monitor quality-control procedures for high-volume telecommunications ordering and transition workflows.
  • Coordinate workforce adjustments and surge support based on transition volume, priorities, and schedule demands.
  • Ensure compliance with applicable contract, quality, information-safeguarding, government-furnished-property, records-management, and reporting requirements.
  • Support transition-in, continuity of operations, knowledge transfer, and transition-out planning.

Qualifications

  • Bachelor’s degree in Business Administration, Program Management, Information Technology, Telecommunications, Engineering, or a related discipline required.
  • Minimum 7 years of progressively responsible program or project management experience required.
  • Experience leading multidisciplinary teams and managing complex federal, telecommunications, network, information technology, or enterprise transition work.
  • Demonstrated experience managing staffing, schedules, deliverables, quality, risk, and customer relationships.
  • Excellent leadership, written communication, briefing, negotiation, and stakeholder-management skills.
  • Master’s degree preferred.
  • PMP certification preferred.
  • U.S. citizenship and the ability to work remotely from an authorized location within CONUS are required. Periodic on-site support at Scott Air Force Base, Illinois, may be required for government-furnished equipment support and other mission needs.
  • Must be available and prepared to begin work at the anticipated contract start date of November 6, 2026.

Required Systems, Tools, and Framework Experience

  • Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint
  • Microsoft Project or comparable integrated scheduling tools
  • Program management dashboards and performance-reporting tools
  • Risk, issue, action-item, decision, and deliverable tracking systems
  • Quality assurance, quality control, and corrective-action processes
  • Federal acquisition and contract-management frameworks
  • Telecommunications ordering, provisioning, inventory, and transition environments
  • GSA Enterprise Infrastructure Solutions or comparable enterprise telecommunications programs
  • Configuration management and document-control practices

Required Specialized Experience

  • Management of federal telecommunications transition, provisioning, network modernization, or enterprise IT support programs.
  • Oversight of telecommunications inventory validation, customer outreach, order development, installation, cutover, and disconnect activities.
  • Management of high-volume workflows involving multiple customers, vendors, systems, locations, and interdependent milestones.
  • Development or review of technical requirements, performance work statements, bid models, independent cost estimates, quality plans, and technical evaluation materials.
  • Leadership of geographically dispersed teams and coordination with federal customers and telecommunications service providers.
  • Development of executive briefings, integrated schedules, risk registers, corrective-action plans, and recurring performance reports.
  • Working knowledge of enterprise telecommunications services, including data transport, voice, wireless, satellite, managed network services, and unified communications.
