Organizational Setting
FAO in collaboration with the Ministry of Marine Affairs and Fisheries is in the preparation stage to develop a full pledge project document to be funded by GEF aiming to build a holistic model of ecosystem-based sustainable use and inclusive governance of fishery resources in the Inland Waters Fisheries Management Areas (FMAs) and to support livelihoods of small-scale and traditional fishers, improve food security, and mitigate threats to biodiversity. Direct interventions of the project will restore the most degraded and exploited freshwater ecosystems in each FMA, while developing sustainable small-scale fishery business enterprises
Reporting Lines
The Specialist will work under the overall supervision of FAO Representative in Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) and close coordination with the PDE and PPG Coordinator as well as collaboration with the national authorities.
Technical Focus
Provide technical and operational support to the FAO project team in compiling information related to value chain analysis, private sector engagement, and project preparation activities
Tasks and responsibilities
• Support the compilation, organization, and documentation of information on value chain conditions and trends, including costs, prices, market preferences, standards, and requirementsSupport in analyzing the value chain conditions and trends (costs, prices, market preferences, standards, requirements etc.)
• Support the documentation and organization of information onkey value chain actors with whom engagement is necessary in order to influence value chains in favor of global environmental benefit.
• Assist in providing input on investment opportunities and existing initiatives supporting SMEs that lead to improved livelihoods for small scale fisheries
• Support review and compilation on market trends and positioning strategies for newly developed inland fisheries based products including digitalization and certification aspects
• Assist in identifying strategic approaches for the project to engage with the private sector for greater scale, effectiveness and sustainability of outcomes.
• Assist in identifying any potential SMEs “champions” in the proposed landscape/project sites who are at the forefront in value added business development ion inland fisheries
• Support the preparation, formatting, and consolidation of draft project documents, including the Private Sector Engagement Plan, under the guidance of the FAO project teamproject
• Compile and organize technical inputs and supporting documentation for Component 3 project activities.
• Organize project files, consultation records, meeting materials, and other supporting documentation related to project preparation.
• Perform other related technical and operational support tasks as assigned by the supervisor
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in processing and marketing for aquaculture/fisheries products or relevant/related field,
• At least five (5) years of progressively responsible professional experience in fisheries value chain development, agribusiness, private sector engagement, market development, or SME development.
• Working knowledge (Level C) of English and Bahasa Indonesia.
• National of Indonesia or resident of the country with a valid work permit.

Technical/Functional Skills
• Experience in marketing strategies, entrepreneurship promotion among small holder farmers and processors, and linking small scale producer and processors to value chains and business partners will be a key asset for this role
• Ability to facilitate business-to-business (B2B) connections and negotiate agreements that enhance market access and competitiveness
• Excellent social, communication and organizational skills with national and sub-national government, international experts and local communities.
• Demonstrated ability to open-up to new approaches and new practices on the relevant programme development.
• Demonstrated commitment to participatory and bottom-up approaches.
• Strong analytical skills in assessing seaweed market trends, identifying value-chain gaps, and evaluating business opportunities.
• Demonstrating detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data.
Selection Criteria
• Experience in working with government institutions, producer organizations, NGOs, and development partners.
• Experience in preparing the GEF project design or other internationally funded projects is desirable.
• Demonstrate ability to prepare analytical reports and strategic recommendations.
