About the Role
The Talent Development Program Manager leads the design, delivery, and continuous improvement of enterprise talent development programs that build critical capabilities and drive measurable business outcomes. This role partners with business leaders to align program strategies with organizational priorities, ensuring solutions improve leadership effectiveness, accelerate performance, and support enterprise transformation initiatives.
This role oversees end-to-end program strategy and execution, leveraging data, modern learning technologies, and scalable design approaches (including AI-enabled tools) to deliver efficient, high-impact, and reusable solutions across the organization.
Day to day, you’ll
- Leads the design, implementation, and end-to-end execution of talent development programs aligned to enterprise talent priorities; ensures programs are scalable across business units, aligned across the broader talent development portfolio, and drive adoption and sustained behavior change, while managing core program operations (e.g., timelines, resources, vendor partnerships) and leveraging efficient, reusable, and technology-enabled (including AI-supported) approaches to deliver high-impact outcomes.
- Partners with business leaders to diagnose performance and capability gaps; conducts need analysis to identify root causes, influences stakeholders on the most effective solution approaches, and recommends targeted talent and organizational development solutions aligned to business priorities.
- Facilitates select learning experiences and enables leaders and facilitators to effectively deliver programs; provides tools, resources, and guidance to drive adoption and sustained behavior change across target audiences and ensures consistent, high-quality learning delivery while communicating program outcomes and insights to senior leaders
- Curates and develops tools, content, and resources that support on-demand, asynchronous, and in-the-flow learning; leverages scalable, reusable, and technology-enabled approaches (including AI-supported development where appropriate) aligned to enterprise platforms and standards.
- Defines success metrics and evaluates program effectiveness using qualitative and quantitative data; uses insights to inform decisions, connect outcomes to business impact (e.g., performance, engagement, retention), and continuously optimize program design, delivery, and adoption strategies.
Required Qualifications
- 8+ years of experience in talent development, leadership development, or organizational effectiveness in a corporate environment
- Demonstrated experience leading complex, cross-functional programs end-to-end, including strategy, execution, and evaluation
- Experience applying a consultative approach to diagnose performance and capability needs and align solutions to business priorities
- Strong facilitation and executive communication skills, with the ability to influence leaders and drive adoption across all levels of the organization
- Experience defining and executing measurement strategies tied to program outcomes and business impact (e.g., performance improvement, engagement, retention)
- Strong knowledge of adult learning principles and experience applying them across multiple modalities (digital, instructor-led, blended, experiential)
- Experience leveraging learning technologies and tools, including LMS platforms, content development tools, and emerging AI-enabled learning solutions
Preferred Qualifications
- Experience leading enterprise-wide or large-scale talent development programs, including multi-year or transformation initiatives
- Experience supporting distributed, operational, or frontline employee populations
- Experience partnering with senior leaders and HR to deliver integrated talent strategies aligned to business transformation

Pay Range Information
The pay range for this position is listed below. Local minimum wage laws apply. This information is posted pursuant to local requirements to provide applicants with information about what they might be eligible to receive. Individual pay decisions will depend on job-related factors such as experience, education, skill, performance, and geographic location where work will be performed. Successful candidates may be able to participate in one or more incentive compensation or short-term incentive plans, which could generate additional earnings in accordance with the terms of each plan. Qualifying associates can enroll themselves and/or their eligible dependents in medical and prescription drug coverage; can participate in the H&R Block Retirement Savings Plan (401(k) Plan), the Employee Assistance Program, (virtual) fitness center programs, and the associate discount program; are automatically enrolled in Business Travel Accident Insurance; and receive Associate Tax Prep benefit.
Pay Range
$101,200.00 - $161,900.00/Yr.
