Sr Drupal Subject Matter Expert

ASRC NetCentric is seeking a Drupal Subject Matter Expert, Senior, to support a DHS program. 

Work location: Remote

Clearance: Public Trust - ability to successfully complete a government background investigation

Summary: The DHS Program will provide professional services to support application analysis, architectural design, engineering, development, maintenance, and support. Work includes implementation of Dynamics 365 Customer Engagement, Power Platform (PowerApps, Power Automate, Flow, and Power Business Intelligent (BI)), SharePoint, Office 365, Azure products and Services, Dataverse, Drupal, Confluence, Jira, and ServiceNow. We will provide a team experienced with design, agile software development, project management, technical architecture, engineering and design, continuous integration and delivery, integration, testing, configuration management, ongoing operations and maintenance, and cloud migration.

The Drupal Subject Matter Expert (SME) provides authoritative technical leadership, guidance, and oversight for all Drupal‑based application design, development, modernization, integration, and support activities within the DHS OCIO environment. This role ensures that Drupal solutions are architected and implemented using enterprise best practices, comply with DHS standards, and integrate effectively with cloud, data, and security services. The SME supports strategic planning, evaluates emerging technologies, and advises leadership on platform direction, reusability, performance optimization, and compliance across complex Drupal initiatives.

Responsibilities:

• Lead the design, modernization, and implementation strategies for enterprise Drupal solutions, ensuring alignment with DHS technical standards and cloud‑hosted environments.
• Define Drupal application architectures (monolithic vs. headless/decoupled) and recommend the optimal approach based on performance, maintainability, and integration requirements.
• Establish architecture patterns, coding standards, and reusable modules that support scalable, secure, and compliant Drupal implementations.
• Guide the creation, enhancement, and maintenance of custom Drupal modules, ensuring adherence to DHS policies, security requirements, and SELC documentation standards.
• Review and validate contributed modules and third‑party libraries to prevent bloat, enhance maintainability, and mitigate security risks.
• Optimize Drupal performance through caching strategies, content architecture, and page rendering best practices.
• Architect Drupal integrations with DHS enterprise platforms, including identity solutions (e.g., Okta SSO), data services, cloud hosting, and external APIs.

• Ensure Drupal applications operate seamlessly with systems and databases across DHS Headquarters and enterprise environments.
• Ensure Drupal implementations comply with DHS security directives (e.g., 4300A), cloud security controls, and NIST‑aligned safeguards.
• Validate that Drupal content and interfaces meet Section 508 WCAG 2.0 A/AA accessibility requirements, supporting Trusted Tester methodologies and producing needed documentation.
• Oversee functional, regression, accessibility, usability, and integration testing for Drupal applications as part of DHS Agile/SELC lifecycle processes.
• Provide technical guidance during releases, migrations, deployments, and environment configuration in coordination with DevOps teams.
• Evaluate emerging Drupal capabilities, frameworks, hosting models, and tools to recommend modernization pathways for DHS.
• Advise leadership on Drupal roadmap development, platform consolidation opportunities, and enterprise‑level reuse strategies.
• Mentor developers, analysts, and architects, fostering adoption of best practices and ensuring consistency across Drupal projects.
• Produce or oversee creation of SELC documentation, architectural diagrams, data flows, module specifications, and user/developer guides for Drupal applications.
• Support governance reviews, change control processes, and technical assessments related to Drupal enhancements, SCRs, and modernization initiatives.

Qualifications

• Bachelor's degree in a related field.
• 11 years of progressive technical or functional experience in a selected technical area or specialty skill.
• Microsoft Certification, preferred
• US Citizen and ability to successfully complete a government issued background investigation.
• Ability to obtain a Public Trust. Prior Public Trust or Security Clearance, preferred

• Possess superior verbal and written communication skills; able to clearly convey complex technical and programmatic topics to diverse stakeholders.
• Strong analytical and critical-thinking abilities; able to turn ambiguous requirements into actionable plans.
• Ability to motivate and guide technical teams, promoting collaboration, accountability, and continuous improvement.
