AI Summary

The Senior Technical Advisor provides high-level expertise to strengthen health service delivery and maternal health outcomes through systems transformation. They lead complex technical initiatives, guide multidisciplinary teams, and support governments in implementing sustainable improvements to clinical care.

Resolve to Save Lives (RTSL) is a global health organization that partners locally and globally to create and scale solutions to the world’s deadliest health threats. Millions of people die from preventable health threats. We collaborate to close the gap between proven, life-saving solutions and the people who need them. Since 2017, we’ve worked with governments and other partners in more than 60 countries to save millions of lives. We work toward a future where people live longer, healthier lives, communities flourish, and economies thrive. This is an ambitious vision, and it inspires us and our partners to make progress every day.

Resolve to Save Lives (RTSL) works with governments and partners to strengthen and transform primary health care (PHC) to improve health and save lives. Our approach focuses on making PHC more prioritised, proactive and accountable for outcomes, and strengthening how care is organised, delivered, financed and measured. Drawing on expertise across RTSL's portfolio, we bring together solutions in health system resilience and epidemic readiness, digital health and data-driven decision-making, performance measurement and improvement, and sustainable health financing. We apply these capabilities to address priority health challenges, including cardiovascular health, maternal survival and sexual and reproductive health, while strengthening health systems to deliver more equitable, effective and resilient care.

Position Purpose

The Senior Technical Advisor, Clinical Services & Health Systems Transformation will provide senior-level technical expertise to strengthen how health services are organised, managed and delivered, with an initial focus on improving maternal survival and reproductive health outcomes. Drawing on deep clinical experience and specialized expertise in health systems strengthening, systems thinking, and change management, the role leads complex technical initiatives and supports governments and country teams in identifying systemic barriers to quality care, designing and implementing practical improvements, and strengthening the institutional capabilities needed to sustain results.

Reporting to the Director, Maternal & Reproductive Health, the Senior Technical Advisor works across RTSL's technical programmes to translate evidence and programme learning into effective service delivery improvements. The role exercises significant independent technical judgment in developing and adapting implementation approaches, guides multidisciplinary teams and partners through complex health system challenges, and contributes expertise and learning to strengthen RTSL's broader approaches to more proactive, reliable, and accountable health care.

Work Location: 100% Remote with travel as stated. Eligible for candidates based in the US, UK, Nigeria, Ethiopia, Rwanda, India, France and DRC.

Duration: Full-time employment for a fixed term of 24 months.

Core Duties and Responsibilities

Health Systems and Service Delivery Transformation

  • Apply systems thinking and health systems transformation approaches to identify and address systemic barriers to quality health care, drawing on service delivery assessments and analysis of health system performance.
  • Provide strategic and technical advice to national and subnational governments on health system and service delivery reforms, supporting the translation of national policies and priorities into effective service delivery models and implementation approaches.
  • Provide expert technical guidance to governments and country teams on redesigning clinical care pathways, referral systems, workflows and service delivery models to improve the quality, reliability and continuity of care.
  • Translate findings from maternal death reviews, routine performance data and other sources into prioritised, feasible improvements in clinical care, service delivery and wider health system capabilities.
  • Guide multidisciplinary collaboration with technical specialists across clinical care, digital health, financing and measurement to develop integrated solutions to complex, priority service delivery challenges.

Change Management and Institutional Strengthening

  • Lead the development and adaptation of change management and implementation approaches to enable government and health facility teams to introduce, adapt and sustain improvements in service delivery.
  • Provide strategic accompaniment and coaching to strengthen government leadership, management and institutional capabilities, including decision-making processes, performance management, accountability mechanisms and continuous improvement practices.
  • Design and guide practical implementation approaches, including change management plans, improvement processes, team-based coaching and mechanisms to address barriers to implementation.
  • Promote government ownership and sustainability by embedding improved practices, management routines and accountability processes within existing health systems.

Country Implementation and Technical Support

  • Work closely with country teams, government counterparts and implementing partners to identify priorities, address operational challenges and support effective programme delivery.
  • Provide technical leadership on country assessments, programme design and implementation planning, ensuring interventions respond to demonstrated system bottlenecks and country priorities.
