Senior SSA Enterprise Systems Program Manager and Technology Advisor

POSITION SUMMARY
We are seeking a senior technology leader, program manager, or technical advisor with substantial experience supporting Social Security Administration (SSA) technology programs, systems, organizations, or enterprise services. Relevant experience may have been gained as an SSA employee or as a contractor, subcontractor, consultant, or industry partner directly supporting SSA technology work.
The successful candidate may bring broad enterprise experience across multiple SSA technology domains or deep expertise within a major technical domain, supported by sufficient familiarity with related areas to advise leadership and coordinate complex delivery. Relevant domains include software and web development, database and data administration, software engineering, systems integration, cloud services, infrastructure, systems administration, cybersecurity, enterprise architecture, and digital services.
This position combines strategic advisory responsibilities with hands-on enterprise program management. The individual must understand SSA’s technology environment, organizational structure, operating practices, stakeholder relationships, and contractor-supported services and be able to translate that knowledge into actionable plans, independent assessments, executive materials, risk management, stakeholder coordination, and practical recommendations that move initiatives from strategy through execution.
JOB RESPONSIBILITIES
- Lead and coordinate complex enterprise technology initiatives from planning through execution, including the development of work plans, schedules, priorities, deliverables, decision points, and performance measures.
- Provide executive-level guidance while directly managing assigned activities, developing work products, tracking actions, and driving issues through resolution.
- Advise leadership on SSA technology organizations, governance structures, decision-making processes, stakeholder roles, technical dependencies, and contractor relationships.
- Translate strategic objectives and leadership direction into practical plans, clearly defined activities, accountable owners, timelines, and measurable outcomes.
- Coordinate with executive, program, technical, operational, acquisition, security, and contractor stakeholders to maintain alignment and support timely decision-making.
- Apply direct knowledge of SSA’s technology environment, systems, operating practices, organizational expectations, and contractor-supported services when evaluating proposed approaches.
- Review technical, staffing, governance, transition, and operating approaches for alignment with established practices, systems, security requirements, organizational constraints, and delivery expectations.
- Independently evaluate proposed technical architectures, delivery approaches, dependencies, risks, and implementation feasibility across software and web development, database and data administration, software engineering, systems integration, cloud, infrastructure, systems administration, cybersecurity, enterprise architecture, and digital services.
- Provide senior subject matter expertise within one or more major SSA technology domains while maintaining sufficient enterprise awareness to assess dependencies and impacts across related areas.
- Identify, document, and manage technical, operational, organizational, integration, staffing, schedule, and transition risks that could affect delivery.
- Develop and maintain program management materials, including implementation plans, schedules, action trackers, risk and issue logs, decision papers, status reports, operating procedures, and performance dashboards.
- Review proposed program leadership, technical leadership, team structures, escalation paths, reporting relationships, and governance processes.
- Lead or support large-scale technical transitions, incumbent workforce continuity, knowledge transfer, credentialing, system access, onboarding, and operational readiness activities.
- Provide guidance regarding multi-vendor delivery, contractor performance, key personnel, staffing models, technical dependencies, Government oversight, and division of responsibilities among participating organizations.
- Assess whether proposed staffing and technical approaches include the appropriate experience, domain expertise, leadership capability, and institutional knowledge needed to perform successfully within the SSA environment.
- Develop and review executive briefings, technical narratives, management approaches, transition strategies, staffing plans, operating procedures, and performance frameworks.
- Facilitate leadership discussions, working sessions, technical reviews, solution assessments, independent evaluations, and structured decision-making sessions.
- Provide candid, practical recommendations based on direct SSA experience and follow through on resulting decisions, actions, and deliverables.
- Help leadership distinguish between approaches that appear credible in written proposals and those that are realistically executable within SSA’s technical, organizational, security, acquisition, and operational environment.
BASIC JOB REQUIREMENTS
- Must have substantial direct experience supporting SSA technology programs, systems, organizations, or enterprise services.
- SSA experience may have been gained as an SSA employee or as a contractor, subcontractor, consultant, or industry partner directly supporting SSA technology work.
- General federal information technology experience without meaningful direct SSA technology experience will not satisfy this requirement.
- Must have served in a senior technology leadership, enterprise program management, technical advisory, technical delivery, program director, technical director, systems leadership, or comparable role.
- Must possess either broad experience across software and web development, database and data administration, software engineering, systems integration, cloud, infrastructure, systems administration, cybersecurity, enterprise architecture, and digital services, or deep expertise in one or more of these domains with working familiarity across the related technical and operational areas.
- Must have demonstrated experience managing or supporting complex technology programs or initiatives, including planning, execution, stakeholder coordination, risk management, performance tracking, and executive reporting.
- Must understand how SSA technology organizations, program offices, technical teams, acquisition personnel, security organizations, Government leaders, and contractors interact.
- Must have experience supporting or overseeing large-scale technology services, technical programs, contractors, subcontractors, or multi-vendor delivery environments.
- Must possess strong knowledge of federal technology governance, organizational structures, technical decision-making, stakeholder responsibilities, and contractor interaction.
- Must have experience evaluating technical delivery, program performance, quality, schedule, risk, staffing, resources, key personnel, or contractor performance.
- Must be able to assess technical and management approaches from both a domain-specific and enterprise perspective and translate that assessment into actionable recommendations and executable plans.
- Must be able to develop high-quality program plans, executive briefings, decision materials, status reports, risk assessments, operating procedures, technical narratives, and other management deliverables.
- Must be able to operate independently, manage competing priorities, organize ambiguous requirements, and move complex activities forward with limited direction.
- Must be comfortable advising executive leadership while also taking direct responsibility for planning, coordination, analysis, documentation, tracking, and delivery.
- Experience serving as or working closely with an SSA executive, Government program manager, Contracting Officer’s Representative, Contracting Officer’s Technical Representative, technical director, program director, system owner, division director, or senior information technology official is strongly preferred.
- Experience supporting SSA modernization, cloud, cybersecurity, data, infrastructure, digital services, enterprise architecture, systems integration, application development, incumbent transition, credentialing, or access continuity is strongly preferred.
- Experience supporting major SSA contracts, enterprise technology services, contractor transitions, proposal development, technical evaluations, or program startup activities is preferred.
- Experience advising senior leadership while directly managing major technology programs, contractor-supported services, organizational change, or enterprise transformation is preferred.
