How you'll get to contribute:

mcfa is seeking a hands-on SharePoint Architect/Administrator to support the VA Office of Capital Asset Management (OCAMS) program. OCAMS runs on a SharePoint environment that VA uses to track capital project data across its national portfolio — the same data that feeds VA's Strategic Capital Investment Planning (SCIP) process and, through it, the department's capital budget requests to Congress. When that site is slow, broken, or wrong, the people who feel it are field staff at medical centers and the analysts assembling budget submissions.


Our ideal candidate is a SharePoint practitioner who is equally comfortable debugging a broken calculated column and designing a reporting dashboard a senior executive will actually use — and who can then write the manual that lets the government administer the site without calling us.


You will serve as the technical lead for Task 3 (SharePoint Enhancements) and provide the SharePoint expertise behind Task 4 (Training Development Tools). This position is contingent upon the award of the proposed contract.


What you'll get to do:

  • Clear the known-issues backlog. Remediate every defect on the government-furnished known-issues list — home page problems, individual project page errors, document library behavior, and FTEE calculation errors — with all fixes delivered within 60 days of award.
  • Own defect intake for the life of the contract. Stand up a repeatable identify-triage-fix-verify process that closes newly reported issues within 30 days of identification, and keep the COR informed on status without being chased for it.
  • Design the reporting layer. Build dashboards that let a user start at the national portfolio view and drill down through VISN, project, and station without exporting anything to Excel.
  • Rebuild the individual project pages. Add IPT membership lists, IOTA and CFM Planner data fields, and phased-delivery indicators — and smart-link the data so a value entered once populates everywhere it belongs instead of being retyped.
  • Deliver the quality-of-life fixes that make the site trustworthy: column header tooltips that explain what a field actually means, VISN-level mouse-over project summaries, and automated site backups.
  • Write the administrator technical manual so the COR can configure and adjust site settings independently, support development of the field-user manuals covering the site's core functions, and refresh both on a 90-day cycle as the site changes.
  • Work inside VA's Microsoft Government cloud environment and stay inside it — VA security, configuration, and change-control requirements govern the solution, not the fastest available third-party add-in.
  • Coordinate with the Program Manager, Project Manager, and financial staff so what the site reports reconciles with the funding figures going into the Budget Call and the quarterly and mid-year activation funding estimates.


Who you are:

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field; equivalent hands-on experience considered in lieu of a degree.
  • 5+ years administering and developing SharePoint, including at least 3 years on SharePoint Online / Microsoft 365.
  • Demonstrated ability to diagnose and fix what breaks in real SharePoint sites: calculated column and formula errors, list and library performance at scale, permissions inheritance, and broken page layouts.
  • SharePoint Framework (SPFx), PnP PowerShell, or Microsoft Graph / REST API development.
  • Working proficiency with Power BI (or an equivalent reporting tool), Power Automate, and Power Apps.
  • Proven ability to write technical documentation a non-technical government administrator can follow without help.
  • Able to obtain and maintain a VA Public Trust background investigation.
  • U.S. citizenship.


Preferred Qualifications

  • Prior SharePoint work for VA or another federal health system, or familiarity with SCIP, VISN structure, or federal capital planning and activation funding.
  • Experience in a Microsoft Government cloud environment (GCC or GCC High) or another FedRAMP-authorized tenant.
  • Experience modernizing classic SharePoint sites and migrating content without breaking downstream reporting.
  • Relevant Microsoft certifications — MS-102, PL-300, PL-400, or a SharePoint-focused credential.
  • Experience training government users and running a help-desk-style intake queue.
