Senior Program/Project Analyst

Saalex is seeking a Senior Program/Project Analyst in Ridgecrest, CA to support enterprise-level program management, strategic planning, acquisition support, and stakeholder engagement activities. The selected candidate will provide programmatic, financial, and strategic leadership support across the TAMS enterprise, ensuring alignment of cost, schedule, performance, acquisition, and modernization objectives.

Position Type: Full-Time

Salary: $150k-$165k annually (depending on expierence)

Work Location: This is a remote position.

Essential Functions:

• Identify, assess, and develop mitigation strategies for programmatic risks related to cost, schedule, and performance across the TAMS enterprise.
• Establish, monitor, and report Key Performance Indicators (KPIs) to evaluate program effectiveness and support leadership decision-making.
• Lead the development and formalization of long-range strategic plans, roadmaps, modernization initiatives, technical refresh efforts, and obsolescence management activities.
• Champion continuous process improvement initiatives to enhance operational efficiency and effectiveness across program operations, maintenance, and logistics support functions.
• Manage and oversee budget planning, formulation, justification, execution, obligation tracking, and expenditure reporting within the Planning, Programming, Budgeting, and Execution (PPBE) process.
• Support acquisition activities through the development of Statements of Work (SOW), Performance Work Statements (PWS), and evaluation of contractor proposals.
• Organize, facilitate, and lead high-level meetings, Integrated Product Teams (IPTs), working groups, and stakeholder engagements.
• Serve as a primary liaison between the program office and external stakeholders including NAVSEA, NAVAIR, and other Department of Defense organizations.
• Prepare executive-level briefings, reports, analyses, recommendations, and decision-support documentation.
• Collaborate with multidisciplinary teams to ensure program objectives, schedules, and deliverables are achieved.
• Provide strategic and programmatic expertise to support leadership priorities and organizational goals.
• Other duties as assigned or required.

Requirements

Required:

• Minimum of 15 years of relevant experience in program management, project management, strategic planning, acquisition support, financial management, or related Department of Defense programs.
• Experience managing programmatic risks, performance metrics, and strategic initiatives involving cost, schedule, and performance objectives.
• Experience supporting budget development, PPBE processes, financial planning, obligation tracking, and expenditure management.
• Experience developing acquisition documentation including SOWs, PWSs, acquisition strategies, and contractor proposal evaluations.
• Experience leading meetings, working groups, IPTs, and coordinating across multiple stakeholders and organizations.
• Demonstrated ability to work independently and effectively within a team environment.
• Strong verbal and written communication skills, including briefing senior leadership and preparing professional reports and recommendations.

Desired:

• Experience supporting Navy or Department of Defense acquisition, modernization, logistics, sustainment, or enterprise support programs.
• Experience working with NAVSEA, NAVAIR, or other major DoD commands.
• Experience leading enterprise-level modernization, technology refresh, or obsolescence management initiatives.
• Advanced knowledge of program management best practices, strategic planning methodologies, and process improvement frameworks.

Education:

• Bachelor’s degree (BS/BA) desired. Additional years of directly related experience may be considered in lieu of degree requirements where applicable.

Security Clearance:

• Active security clearance required. Requirements to obtain and maintain a clearance include U.S. Citizenship, security investigation, and continued eligibility in accordance with government standards.
