SUMMARY

Responsible for leading all program execution efforts for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau. Serve as the principal point of contact for Government stakeholders and Katmai leadership, holding single-point accountability for cost, schedule, technical performance, and customer satisfaction across all task areas.

ESSENTIAL DUTIES & RESPONSIBILITIES

·       Direct a multi-disciplinary delivery team spanning Agile software development, testing and quality assurance, systems and business-intelligence administration, database development, and business analysis.

·       Drive overall Agile Scrum execution, ensure all contract deliverables and reporting requirements are met, oversee risk and performance management, and lead transition and staffing efforts to sustain uninterrupted delivery of a mission-critical federal financial system.

·       Lead program execution in compliance with the Contract Management Plan (CMP), Quality Control Plan (QCP), Staffing Plan, Responsibility Assignment Matrix / Work Breakdown Structure (RAM/WBS), and Transition Plan.

·       Serve as the central interface to the Contracting Officer's Representative (COR), Contracting Officer (KO), and Government task managers, conducting regular reviews of technical performance, resource alignment, schedule, and risk.

·       Ensure timely, high-quality delivery of all contract deliverables, including weekly and monthly status reports, meeting minutes, and technical documentation.

·       Provide contract administration and resolve performance issues in accordance with the Federal Acquisition Regulation (FAR) and Department of Commerce standards.

·       Manage program cost, budget, and schedule baselines; monitor expenditures and maintain disciplined financial control across the period of performance.

·       Drive continuous improvement in contractor performance and Government-assessed ratings (CPARS) through proactive risk management, quality reviews, and corrective-action processes.

·       Chair risk reviews, oversee risk identification and mitigation, and escalate issues per contract communication paths.

·       Lead Agile Scrum activities at the program level, supporting sprint planning, standups, and retrospectives while ensuring development priorities are translated into committed, traceable work.

·       Direct onboarding and tracking of personnel security credentials (Public Trust) and ensure the team remains fully staffed with qualified, cleared personnel.

·       Oversee subcontractor and teaming-partner performance, defining lines of authority and fostering transparency, cohesion, and accountability across prime and subcontractor staff.

·       Manage Transition-In / Transition-Out activities per the Contract Management Plan, ensuring zero disruption to critical DBiT operations, and identify opportunities to expand scope and value delivered.

·       Maintain regular and punctual attendance.

·       Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Provide program direction and leadership to project managers, technical leads, and subcontractor staff in accordance with division directives.

Requirements

MINIMUM QUALIFICATIONS

·       Ability to obtain and maintain a Public Trust position under Department of Commerce / OPM standards; U.S. work authorization required.

·       Bachelor’s degree in information systems, computer science, management, engineering, or a related field (master’s degree preferred).

·       Ten (10)+ years of progressively responsible program/project management experience, including at least 5 years leading federal IT or software development programs.

·       Active PMP certification.

·       Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.

·       Proven experience as the Government-facing lead on a federal contract — engaging CORs and task managers, managing deliverables, and sustaining strong performance (CPARS) ratings.

·       Demonstrated success managing programs valued at approximately $10M or more, with full accountability for cost, schedule, and performance.

·       Experience producing status reports, staffing plans, and risk communications.

·       Must obtain and maintain any necessary security access and/or background checks.

DESIRED QUALIFICATIONS & SKILLS

·       Excellent written and verbal communication skills.

·       Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certification.

·       Cloud fluency (AWS or Azure), including certification such as AWS Cloud Practitioner and experience overseeing on-premises-to-cloud modernization.

·       Experience supporting Department of Commerce, U.S. Census Bureau, or comparable federal financial, budget, or statistical-agency systems.

·       Familiarity with delivery environments involving Oracle APEX, IBM Cognos Analytics, Java, Angular/React, legacy-code modernization, and CI/CD tooling (Jenkins, GitHub).

·       Experience leading large, cross-functional teams through transition phases (transition-in / transition-out).

WORK SCHEDULE 

Full-time. May be required to work additional hours as needed to complete assignment or project.

TRAVEL

The expected travel time is less than 15%.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving.  The expected driving time is less than 15%. 

WORK ENVIRONMENT

Work is expected to be remote; however, the company reserves the right to require onsite work.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. Seeing up close, must not be color blind. Benefits

Compensation & Benefits:

  • Pay: $150,000 - $185,000 per year
